To ask the Secretary of State for Transport, whether he has made an assessment of the reasons why some bus operators have not volunteered to take part in the national bus fare cap scheme.

Participation in the £2 fare cap by eligible bus operators is voluntary and is ultimately a commercial decision for them to make. However, we have made it clear we would like operators to sign up.
