To ask the Secretary of State for the Home Department, with reference to his oral evidence to the Home Affairs Committee on 27 November 2018, what steps his Department is taking to achieve the Government's target for net migration with regard to (a) skilled workers, (b) agricultural labourers and (c) international students.

We are committed to reducing net migration to sustainable levels.
We will shortly be bringing forward a white paper outlining the principles of the future immigration system.
We have been clear that the UK will always be open to those who bring valuable skills, experience and investment to the UK and our economy. We will continue to pursue immigration policies that are selective about who makes the greatest contribution to our country.

Secretary of State was originally the title given to the two officials who conducted the Royal Correspondence under Elizabeth I. Now it is the title held by some of the more important Government Ministers, for example the Secretary of State for Foreign Affairs.
A document issued by the Government laying out its policy, or proposed policy, on a topic of current concern.Although a white paper may occasion consultation as to the details of new legislation, it does signify a clear intention on the part of a government to pass new law. This is a contrast with green papers, which are issued less frequently, are more open-ended and may merely propose a strategy to be implemented in the details of other legislation.
