To ask the Secretary of State for Work and Pensions what criteria will be used to determine exemptions from the social rented sector under-occupancy penalty for (a) people with children with severe disabilities and (b) people who require full-time care.

Children who are unable to share a bedroom because the nature and severity of their disabilities disturbs the sleep of the child who they would normally be expected to share with will be able to have a room of their own. Local authorities will have to satisfy themselves that this is the case, taking into consideration the circumstances of each individual case.

Those who require an extra bedroom for a non-resident overnight carer (or team of carers) will also be able to claim housing benefit for an extra bedroom. This is also a matter for local authorities.
