To ask the Secretary of State for Business, Innovation and Skills what types of content he intends researchers to be able to mine under a non-commercial exception for data analytics; what consultation he has carried out with regard to those proposals; and if he will make a statement.

The Government do not propose to restrict the types of content to which the non-commercial exception for data analytics will apply. This measure was recommended by the independent Hargreaves Review of Intellectual Property and Growth (2010-11) and was consulted on by the Government between December 2011 and March 2012 along with other copyright measures. Technical review of draft regulations to implement this change is planned for later this year.
