To ask Her Majesty's Government what assessment they have made of the economic impact of the above-inflation increase in council rents, as set out in the Housing Revenue Account Subsidy Determination 2009-10 circular.

Communities and Local Government consulted on the draft 2009-10 Housing Revenue Account (HRA) Subsidy Determination, including on the option of fixed average guideline rent increases for 2009-10 and 2010-11, in autumn 2008. At that time the position on retail price index inflation was significantly different from current forecasts. The final 2009-10 determination reflects the outcome of consultation.

We are aware of the concerns now being expressed about the fixed average guideline rent increases in the light of current inflation forecasts, and are looking closely at the situation to consider what action might be appropriate.
