HS2 — [David Mundell in the Chair] (13 Med 2021)

Caroline Lucas: It is a pleasure to serve under your chairship, Mr Mundell. The Government’s response to the petition states that HS2 will be the “long-lasting legacy for both wildlife and future generations.” Well yes, it certainly will—a long-lasting legacy of environmental annihilation, eye-watering expense and broken promises. I want to focus on the environmental harm of HS2, and I would point...

Transport Infrastructure (11 Chw 2020)

Caroline Lucas: HS2 is a dire reflection on this Government’s environmental credentials, with the destruction of 100 ancient woodlands and a miserably small modal shift of just 5% of passengers who would otherwise fly or drive. Indeed, the Government’s own figures show that HS2 does not cut carbon emissions. If it is to go ahead, surely it should be required to meet at the very least the European average...

Speaker’s Statement: High Speed Rail (London – West Midlands) Bill (28 Ebr 2014)

Caroline Lucas: The carbon benefits that the hon. Lady is talking about will happen only if HS2 is responsible for a modal shift away from high-carbon sources such as cars and aeroplanes. Only 11% of passengers are likely to make that modal shift. HS2 is therefore about new journeys, so it will not cause the carbon reductions that she claims.

Estimates Day — [2nd Allotted Day] — Supplementary Estimates 2013-14 — Department for Environment, Food and Rural Affairs: Managing Flood Risk ( 3 Maw 2014)

Caroline Lucas: ...to a significant risk of flooding by 2035. Many hon. Members have raised the cost-benefit ratio rule. Currently, projects have to deliver an 8:1 return on investment. Why is that the case, when HS2 must deliver only a 2:1 return? Decent investment would reduce the average rate of return, but it would also reduce the overall amount of flood damage. Will the Government review that rule to...

Backbench Business — Rural Communities: Inter-City Rail Investment ( 9 Ion 2014)

Caroline Lucas: ...and Brighton. The connection between the two cities is critical to my constituents and we do not want to wait for the crumbs from the table. Many Members have said that this is not a debate about HS2 and it certainly is not, but I think we should remind ourselves of the amount of money that can be found when the political will is there to invest in our rail infrastructure. I would far...

High Speed Rail (Preparation) Bill (26 Meh 2013)

Caroline Lucas: The Secretary of State is very kind to give way. My point is that not only is the route of HS2 environmentally damaging, but the whole scheme is socially regressive. It is unaffordable to the bottom 50% of income bands and, in effect, it redirects money from the poorest to the richest. How can he justify this reverse Robin Hood strategy when that £33 billion could be better invested in...

Written Answers — Transport: High Speed 2 Railway Line (17 Hyd 2012)

Caroline Lucas: ...the Secretary of State for Transport if he will assess the effect of locating the London terminus of High Speed 2 at (a) Euston and (b) Old Oak Common on (i) journey times and convenience for (1) HS2 and (2) underground and overground passengers, (ii) the cost of stations and connections, (iii) the cost of the HS2 link, (iv) housing, (v) noise levels, (vi) air pollution, (vii) loss of open...

Written Answers — Transport: High Speed 2 Railway Line (29 Tach 2011)

Caroline Lucas: To ask the Secretary of State for Transport whether an environmental impact assessment for High Speed 2 will include further detailed analysis on the estimate contained in the HS2 Appraisal of Sustainability on the level of carbon emissions produced by the project; and if she will make a statement.
