How would that play out in a school and what impact would having different authorities responsible for different areas of monitoring, evaluation and standards have on the leadership of the school?
Peter Kyle: I have only one question. Andy, to follow up on a comment you made earlier, you described the failure to place, and powerfully described how that was not the fault of the child but the fault of the system. Who pays the price for failure, what agency pays the price—or does an agency pay the price for failure, as things stand? Will this Bill change that?
