Lord Sikka: My Lords, the issues raised by the noble Lord, Lord Balfe, are experienced by millions of people who pay for goods and services in advance, but then do not receive them because the supplying entity has gone into liquidation. A good way to protect innocent customers is to ring-fence all credit balances. If the Minister disagrees with that suggestion, what else would she propose?

Lord Sikka: My Lords, I hope that the Minister can clarify a policy issue here. The Government are handing billions of pounds to steel, railway, broadband, car makers and others. Why do they not take an equity stake in those businesses? That way, the businesses still get the money and the public has some kind of asset. Should the business then make a recovery, there would be a return.

Lord Sikka: My Lords, in May 2010, 527,000 people were claiming the employment and support allowance. At that time, the NHS England waiting list was 2.5 million; now, it is 7.8 million and 1.63 million people are claiming the allowance. Clearly, there is a correlation between the two statistics. Can the Minister explain why the Government have failed to address the main cause—the degradation of the NHS?

Lord Sikka: I am grateful to the Minister. Since he referred to nationalisation, could he explain why is it acceptable to the Government that entities owned by foreign Governments can own utilities here, while there is no government-owned entity here that owns the utility? In other words, the privatisation that he referred to is a bit of a sham, is it not?
