Mineworkers’ Pension Scheme (16 Mai 2024)

Brendan Clarke-Smith: Motion made, and Question proposed, That this House do now adjourn.—(Scott Mann.) I want to make a point about the split and the surplus. Does the hon. Gentleman share my frustration about that? At times we have believed that some real progress has been made, whether on the split or the surplus, and there has been a chance to renegotiate—to get some incremental progress to put some money...

Mineworkers’ Pension Scheme (16 Mai 2024)

Brendan Clarke-Smith: I know what a great champion the hon. Gentleman has been for his community and the rest of Nottinghamshire, and indeed nationally, on this issue. I was in many of the meetings that he described earlier, such as with the Prime Minister when he was Chancellor and with other Ministers. The hon. Gentleman was a miner in Manton in my constituency; he has shown me his lamp many times and told me...

Pwyllgor Mesur Cyhoeddus: Football Governance Bill: Examination of Witnesses (16 Mai 2024)

Brendan Clarke-Smith: Q Supporters’ trusts vary quite widely; I used to be involved in one at Notts County many years ago. Many of them come to the fore when a club is in crisis or needs to be saved. We have been out with the buckets before. In some cases, supporters’ trusts get involved with the actual ownership of the club, and sometimes they are shareholders. Do you feel that a regulator could have helped...

Pwyllgor Mesur Cyhoeddus: Football Governance Bill: Examination of Witnesses (16 Mai 2024)

Brendan Clarke-Smith: Okay. Alistair?

Pwyllgor Mesur Cyhoeddus: Football Governance Bill: Examination of Witness (16 Mai 2024)

Brendan Clarke-Smith: Good morning. A lot of the Bill talks about financial regulation, and the diversity and inclusion part of it has not played such a big role so far. Things such as quotas have been spoken about in the past. From your perspective, would you be in favour of quotas for people on boards or being interviewed for managers’ jobs? Do you believe they should be part of regulation? Or should it be...

Pwyllgor Mesur Cyhoeddus: Football Governance Bill: Examination of Witnesses (14 Mai 2024)

Brendan Clarke-Smith: I have been looking at the regulations that UEFA and FIFA have on their involvement generally in the governance Q of football, and their requirements about what Governments can and cannot do. We have tried to be very careful with setting up the regulator. How do you feel that interacts with some of the changes that you would like to see? Is there a big barrier, or is there anything that you...

Pwyllgor Mesur Cyhoeddus: Football Governance Bill: Examination of Witnesses (14 Mai 2024)

Brendan Clarke-Smith: Q I want to ask quickly about grassroots football. My constituency has benefited from the Football Foundation, as I think most people’s around the table have. What positive role do you see this as having in encouraging more partners to work with organisations such as yourself? Is the Independent Football Regulator in a good place to help drive that, or is this again something where we are...

Pwyllgor Mesur Cyhoeddus: Football Governance Bill: Examination of Witness (14 Mai 2024)

Brendan Clarke-Smith: Q What would you say is the biggest concern of those who do not necessarily want to see greater fan engagement? Do you think those are reasonable concerns or are they overstated?

Pwyllgor Mesur Cyhoeddus: Football Governance Bill: Examination of Witness (14 Mai 2024)

Brendan Clarke-Smith: I think it is the same with politicians.

Pwyllgor Mesur Cyhoeddus: Football Governance Bill: Examination of Witnesses (14 Mai 2024)

Brendan Clarke-Smith: Gentlemen, one thing thatQ has been raised is international investment and creating a level playing field with other leagues. Do you still have any particular concerns there? One of the previous witnesses we interviewed suggested that, at the moment, what we are doing is very light touch. Do you think that is still the case? Richard, perhaps I could ask you that first.

Pwyllgor Mesur Cyhoeddus: Football Governance Bill: Examination of Witnesses (14 Mai 2024)

Brendan Clarke-Smith: Q Thank you. Rick, is that also the case for the EFL?

Pwyllgor Mesur Cyhoeddus: Football Governance Bill: Examination of Witnesses (14 Mai 2024)

Brendan Clarke-Smith: Q Thank you. Mark, at the moment, the regulator covers only the top five tiers—obviously, it is going to cover the National League, but not National League North or South, or below that. Do you think that is the right way forward? Do you think it should be wider, or do you think it should be narrower?

Written Answers — Department for Environment, Food and Rural Affairs: Flood Control ( 7 Mai 2024)

Brendan Clarke-Smith: To ask the Secretary of State for Environment, Food and Rural Affairs, what recent discussions his Department has had with the Environment Agency on trends in the level of (a) dredging and (b) desilting as a means of flood prevention.

Football Governance Bill (23 Ebr 2024)

Brendan Clarke-Smith: This debate about a football regulator is quite interesting for me because, in all honesty, when I first heard about it I did not really want one. I did not believe in one from an ideological perspective, or see why we need to regulate sports at all. I always thought the Football Association should be doing that, but I think we have seen—certainly in recent weeks, but really over quite a...

Written Answers — Department for Levelling Up, Housing and Communities: Antisemitism Policy Trust (22 Ebr 2024)

Brendan Clarke-Smith: To ask the Secretary of State for Levelling Up, Housing and Communities, with reference to the Second Report of the House of Lords Conduct Committee of Session 2023-2024 on The conduct of Lord Mann, HL95, published on 27 March 2024, what discussions he has had with the Antisemitism Policy Trust on the use of staff funded by his Department for non-Departmental work.

Tobacco and Vapes Bill (16 Ebr 2024)

Brendan Clarke-Smith: I believe it is a noble cause to encourage people to give up smoking or not to take it up in the first place, because we know that smoking is a very unhealthy habit and it is very costly, so I do appreciate the good intentions behind the Bill. There are some things in the Bill that I do agree with, but unfortunately I cannot support it, and I am going to outline why. It is basically about...

Tobacco and Vapes Bill (16 Ebr 2024)

Brendan Clarke-Smith: Will the hon. Lady give way?

Justice: Topical Questions (26 Maw 2024)

Brendan Clarke-Smith: Worksop witnessed the horrific murder of Pauline Quinn by a man who had been released after serving time for a double murder. The probation service has since admitted that mistakes were made. However, the public still have many unanswered questions. Does the Minister agree that, although it is understandable that all the information sometimes cannot be put in the public domain, the probation...

Business of the House (22 Chw 2024)

Brendan Clarke-Smith: On a point of order, Madam Deputy Speaker.

Business of the House (22 Chw 2024)

Brendan Clarke-Smith: It is, Madam Deputy Speaker. Further to a point of order that was made by my right hon. Friend the Member for North East Somerset (Sir Jacob Rees-Mogg), I seek your guidance on why a Division was not called yesterday. It was clear that there were shouts of both “Aye” and “No”, and it is clear from the Standing Orders that in such a scenario, a Division should be called.
