South-West England (Long-Term Economic Plan) ( 8 Gor 2015)

James Heappey: Of course it is not just the rich heritage, the stunning countryside and our rugged coastlines that bring people to our region; it is the fantastic food and drink produced by our farmers and food manufacturers. I am sure that my right hon. Friend will want to join me in emphasising to those on the Treasury Bench the importance of supporting our farmers and our food and drink manufacturers,...

[Sir Edward Leigh in the Chair] — Coastal Flood Risk ( 7 Gor 2015)

James Heappey: It is a pleasure to speak for the first time in this Chamber and to do so under your chairmanship, Sir Edward. I congratulate the hon. Member for Great Grimsby (Melanie Onn) on securing this important debate. It is important that we are talking about flooding in the middle of this warm and sunny July. For too long the problem has been that flooding has been discussed only when it is raining...

[Sir Edward Leigh in the Chair] — Coastal Flood Risk ( 7 Gor 2015)

James Heappey: I agree with hon. Gentleman to a degree. I invite him to join the queue of those of us seeking Government money to protect ourselves from flooding in our areas. Today’s debate is focused on coastal flood risk, which is an important issue. In my constituency, the town of Burnham-on-Sea is often challenged by storm surges and violent seas. While campaigning in the area over the past few...

[Sir Edward Leigh in the Chair] — Coastal Flood Risk ( 7 Gor 2015)

James Heappey: The frustration locally was that the flooding came after more than a decade of under-investment in local flooding protection schemes. The dredging has been a great success. Farmers and local communities report that the water moved off the land much more quickly this winter, so the dredging had an immediate benefit. The improvement of local pumping infrastructure has also been well received,...

[Sir Edward Leigh in the Chair] — Coastal Flood Risk ( 7 Gor 2015)

James Heappey: I absolutely agree: we cannot tackle flooding simply be dredging a river, building an attenuation pond or building better flood defences—taking a dynamic, holistic approach to managing the whole area is key. Within that, it is important to recognise what land is used for, and farmers are becoming increasingly sensitive to the impact of what they plant on their land and its ability to hold water.

[Sir Edward Leigh in the Chair] — Coastal Flood Risk ( 7 Gor 2015)

James Heappey: I have a suspicion that the hon. Gentleman may be better informed about that than me, and it is not within my expertise to comment on it. However, it would be churlish not to recognise that in the wake of the flooding in 2014, there was fantastic investment, which has put right the lack of investment that we saw—for whatever reason—over the previous decades. That investment has been most...

[Sir Edward Leigh in the Chair] — Coastal Flood Risk ( 7 Gor 2015)

James Heappey: Of course, Sir Edward. The impact of flooding on the Somerset economy, and particularly tourism, has been profound. The people of Somerset have been encouraged by all that has been done to help us over the last few years, but the Minister’s commitment to provide future help would be most welcome.

Oral Answers to Questions — Education: Childcare (15 Meh 2015)

James Heappey: On Friday, I visited St Cuthbert’s Church of England infant school in Wells, where the head and her staff are doing a fantastic job not only in educating the children but in providing before and after-school care for them. Will the Minister share with the House his plans to give the teachers of that school the resources they need to provide that vital service for working parents?

Opposition Day — [1st allotted day]: Housing (10 Meh 2015)

James Heappey: My right hon. Friend mentions the regional statistics. Some 24,000 new homes have been made available in the south-west since 2010, and in Somerset specifically between 1997 and 2010 there were only 440 homes per annum, whereas there have been 900 homes per annum since 2010.

G7 (10 Meh 2015)

James Heappey: Our country has invested a great deal of blood and treasure in Afghanistan. Will my right hon. Friend reassure the House that plans for the future of that country remain a concern of the G7?

Oral Answers to Questions — Defence: Topical Questions ( 8 Meh 2015)

James Heappey: After the announcement last week of further troops to train indigenous forces in northern Iraq, and with the possible opportunities to stem the flow of economic migrants through Libya by building capacity in the security forces there, will my right hon. Friend confirm what resources are being made available to the Army so that it can develop that increasingly important capability?

Fifa: Britain in the World ( 1 Meh 2015)

James Heappey: I am grateful for the opportunity to speak in this House for the first time. The world around us is changing quickly; new threats emerge as readily as new opportunities. Therefore, for the sake of our security, our standing in the world and the good of our economy, it is important that we seek to shape the world around us, rather than waiting to be shaped by it. We must be proud of, and seek...
