Opposition Day — [3rd allotted day]: Jobs and the Unemployed ( 7 Gor 2010)

Elizabeth Truss: The evidence suggests that the most productive education spending is that on the quality of teaching, not on the quality of the buildings. I am happy to discuss that further with the right hon. Gentleman, and I would do so by letter if he likes. Moving on to the reports that demonstrate that infrastructure spending is the most effective way to spend, not just those in ivory towers think...

Opposition Day — [3rd allotted day]: Jobs and the Unemployed ( 7 Gor 2010)

Elizabeth Truss: I am in the process of making representations on the A11, which is a crucial project that would open up businesses in Norfolk. We should assess such projects-I shall come to this later in my speech-on the basis of economic return. We have a very small pot now, owing to what has happened and the money that has been spent in the past few years, and we need to use that pot wisely. I should like...

Opposition Day — [3rd allotted day]: Jobs and the Unemployed ( 7 Gor 2010)

Elizabeth Truss: Such decisions should be based on the economic return, as I have said. That is how we should consider spending our money. The problem with the previous Government is that the money has gone on politically motivated white elephants, to gain good results in Government elections or to placate interest groups. We have not seen value for money.

Opposition Day — [3rd allotted day]: Jobs and the Unemployed ( 7 Gor 2010)

Elizabeth Truss: My hon. Friend is absolutely right. Not only was the analysis of where the money was spent incorrect, but the processes by which it was spent were cumbersome. I believe that the Building Schools for the Future process had nine stages. That has taken a lot of money that could have been used to create real jobs in our economy, by improving our infrastructure and education. I completely agree....

Opposition Day — [3rd allotted day]: Jobs and the Unemployed ( 7 Gor 2010)

Elizabeth Truss: I would. That is not to say that everything spent by RDAs was wrong. There have been many good projects. But the way it was spent and prioritised did not use Government money to its best effect. That is my point. That is why I want to see the Government assess projects on the basis of economic return, as I mentioned earlier to the hon. Member for Luton South (Gavin Shuker). I want the...

Opposition Day — [3rd allotted day]: Jobs and the Unemployed ( 7 Gor 2010)

Elizabeth Truss: I am afraid that the hon. Lady's intervention illustrates the problem with Labour Members. They present schemes, but there is no ex-post or ex-ante analysis of their economic benefits. The hon. Lady asks a question, but does not produce the evidence. Again, I would be happy to discuss that with her later, but she did not present the evidence. We must have debate. Not only are we talking about...

Capital Gains Tax (Rates) (28 Meh 2010)

Elizabeth Truss: Will the right hon. Lady tell us exactly what the maximum level of housing benefit should be? Does she think it right that we are paying people more than £100,000 a year?

CCTV: Organised Crime (28 Meh 2010)

Elizabeth Truss: What plans she has to tackle serious and organised crime; and if she will make a statement.

CCTV: Organised Crime (28 Meh 2010)

Elizabeth Truss: I am pleased that Norfolk constabulary is collaborating with other police forces in the region to work against the scourge of serious and organised crime. However, I understand that, on a national level, that collaboration is not yet as strong as it is in counter-terrorism. What plans do we have to put serious and organised crime fighting on a similar footing?

Oral Answers to Questions — Environment, Food and Rural Affairs: Environment Agency (24 Meh 2010)

Elizabeth Truss: What plans she has to review the (a) functions and (b) accountability of the Environment Agency.

Oral Answers to Questions — Environment, Food and Rural Affairs: Environment Agency (24 Meh 2010)

Elizabeth Truss: I thank the Secretary of State for her answer. I am worried about the bureaucratic and remote nature of the Environment Agency's processes, specifically on the flooding of the A1101 at Welney and flood defences at Wiggenhall St Germans. Will she tell us how local communities can hold the Environment Agency's functions further to account and make it more responsive?

Written Answers — Communities and Local Government: Local Government (22 Meh 2010)

Elizabeth Truss: To ask the Secretary of State for Communities and Local Government what plans he has for devolution of greater power to local communities.

Speaker's Statement: Economic Affairs and Work and Pensions ( 8 Meh 2010)

Elizabeth Truss: Thank you for calling me, Mr Deputy Speaker, and may I congratulate the hon. Member for South Down (Ms Ritchie) on her passionate advocacy of the economic development of her constituency? I also congratulate my hon. Friend the Member for East Hampshire (Damian Hinds) on his advocacy of the importance of education programmes. I am very grateful to be called in today's economy debate, as I...

Written Answers — Treasury: Economic Growth ( 8 Meh 2010)

Elizabeth Truss: To ask the Chancellor of the Exchequer what steps his Department is taking to increase economic growth.

Oral Answers to Questions — Education: Topical Questions ( 7 Meh 2010)

Elizabeth Truss: If he will make a statement on his departmental responsibilities.

Oral Answers to Questions — Education: Topical Questions ( 7 Meh 2010)

Elizabeth Truss: I congratulate the Secretary of State on starting his spending cuts with abolishing the Qualifications and Curriculum Development Agency, which I believe is partly responsible for undermining academic standards in science and maths A-levels and GCSEs. What does he plan to put in its place to ensure that pupils are properly prepared for university and for work?
