Mr Michael Morris: We are in some difficulty, because there is a debate in progress on new clause 11. It is the lead new clause, and the one that I must put to the House. If it is accepted, new clause 7 will fall.

Mr Michael Morris: First, there were certainly more speeches in the debate on the previous Bill, which has completed all its stages. Secondly, I keep no track of the number of interventions, but I know that a number of them were excessively long. Thirdly, as for the hon. Gentleman's point about procedural matters, I shall have to wait and see how the House progresses.

Bill immediately considered in Committee; reported, without amendment; read the Third time, and passed.
