Transport: Topical Questions (14 Rha 2023)

Robert Goodwill: The key element of Scarborough’s successful town bid is the station gateway project, but getting permission from Network Rail to knock a new entrance into the back of the station is proving slow and bureaucratic. Can the Secretary of State gently lean on Network Rail a bit, please?

UK-Rwanda Partnership ( 6 Rha 2023)

Robert Goodwill: I have been listening carefully to the questions from Opposition Members, and there have been a good many references to human rights, but surely the ultimate human right is the right to life. Does the Home Secretary agree that once this legislation is passed and comes into effect, fewer people will go to a watery grave in the English channel?

Legislation on Dangerous Dogs — [Dame Caroline Dinenage in the Chair] (27 Tach 2023)

Robert Goodwill: Is the hon. Gentleman not concerned that this sort of attack also happens in Scotland? In Motherwell last month, the 18-year-old owner of an XL bully was savagely attacked and needed surgery, and two council officials were also attacked. Pepper spray needed to be used on the dog before it was put down.

Legislation on Dangerous Dogs — [Dame Caroline Dinenage in the Chair] (27 Tach 2023)

Robert Goodwill: We have statistics in the UK showing that 12 of the last 23 deaths were from American XLs. Other breeds are not blameless. In fact, on 8 August, a 77-year-old gentleman, Mr Vic Franklin, was bitten by two rottweilers and had to have an arm, leg and part of a finger amputated following the attack. There are other breeds, but they do not feature disproportionately in the statistics.

Legislation on Dangerous Dogs — [Dame Caroline Dinenage in the Chair] (27 Tach 2023)

Robert Goodwill: Thank you, Dame Caroline. First, I thank my hon. Friend the Member for Don Valley (Nick Fletcher) for presenting this debate in a very balanced way. As Chair of the EFRA Committee, I can say that this issue has been on our radar for some time—indeed, we had an evidence session on it. We were particularly indebted to my hon. Friend the Member for Penrith and The Border (Dr Hudson), who is...

Northern Ireland: Power Sharing (22 Tach 2023)

Robert Goodwill: What recent discussions he has had with political parties in Northern Ireland on the restoration of the Northern Ireland Executive.

Northern Ireland: Power Sharing (22 Tach 2023)

Robert Goodwill: We have already heard today an example of how the people of Northern Ireland are disadvantaged by the lack of a functioning Executive. I would add to that list the deployment of the apprenticeship levy and the reform of the renewable heat incentive. Does the Secretary of State agree with me that civil servants in Northern Ireland face an almost impossible job in trying to steer the ship of...

Written Answers — Department for Environment, Food and Rural Affairs: Pesticides: Manufacturing Industries (17 Tach 2023)

Robert Goodwill: To ask the Secretary of State for Environment, Food and Rural Affairs, whether he has made an assessment of the adequacy of the support available for the biopesticide industry.

Work and Pensions: Youth Unemployment (13 Tach 2023)

Robert Goodwill: Anglo American and its contractors have just announced 70 new job opportunities at its Woodsmith mine just outside Whitby, with workshops both in Whitby and on Teesside for those interested. Does the Minister agree that these sorts of opportunities in the mining industry are just the sorts of opportunities that young people need to grasp with both hands?

Debate on the Address: [1st Day] ( 7 Tach 2023)

Robert Goodwill: In my hon. Friend’s talk about autonomous vehicles, he made no mention of trains. These vehicles already have advanced signalling systems and they do not need to be steered, because they are on rails. Does he think we can make more progress on trains —we already have the docklands light railway—to ensure that we can have more reliable train systems that are possibly less susceptible to...

Debate on the Address: [1st Day] ( 7 Tach 2023)

Robert Goodwill: rose—

Debate on the Address: [1st Day] ( 7 Tach 2023)

Robert Goodwill: I am sure my right hon. Friend will be pleased to know that, in Scarborough, a green construction skills village was part of our town deal, and those skills are already being delivered to young people and to older people who need to reskill.

Debate on the Address: [1st Day] ( 7 Tach 2023)

Robert Goodwill: I beg to move, That an humble Address be presented to His Majesty, as follows: Most Gracious Sovereign, We, Your Majesty’s most dutiful and loyal subjects, the Commons of the United Kingdom of Great Britain and Northern Ireland, in Parliament assembled, beg leave to offer our humble thanks to Your Majesty for the Gracious Speech which Your Majesty has addressed to both Houses of Parliament....

Transport: Heathrow: Third Runway (26 Hyd 2023)

Robert Goodwill: What his policy is on delivery of a third runway at Heathrow Airport; and if he will make a statement.

Transport: Heathrow: Third Runway (26 Hyd 2023)

Robert Goodwill: I thank the Minister for that answer. Regional airports such as Leeds Bradford have an important role to play in delivering the levelling-up agenda, with more point-to-point destinations. However, does the Minister agree that to deliver true global connectivity, we need more slots from regional airports into our national hub, which will ultimately mean more tarmac on the ground at Heathrow?

International Rail Services: Kent (25 Hyd 2023)

Robert Goodwill: Is it not also the case that much of the electricity used on these trains comes from French nuclear power and so is some of the greenest power available?

Written Answers — Department for Environment, Food and Rural Affairs: Agriculture: Soil (25 Hyd 2023)

Robert Goodwill: To ask the Secretary of State for Environment, Food and Rural Affairs, whether her Department is taking steps to help reduce the transition costs for farmers moving to regenerative agricultural methods.

Written Answers — Department for Environment, Food and Rural Affairs: Agriculture: Soil (25 Hyd 2023)

Robert Goodwill: To ask the Secretary of State for Environment, Food and Rural Affairs, what assessment her Department has made of the effectiveness of regenerative agriculture on achieving the Government's climate goals while increasing UK food security; and whether her Department is taking steps to increase the adoption of regenerative farming practices.

Environment, Food and Rural Affairs: Water Companies: Water Pollution and Overflows (19 Hyd 2023)

Robert Goodwill: Scarborough’s South bay is included in the 7% of bathing water without a blue flag. North Yorkshire Council recently convened a taskforce of local politicians, the Environment Agency, Yorkshire Water and others, including academics from Durham University, to look at the problem. It became clear that it is not as simple as many people think. Discharges come from further north around the bay,...

Net Zero by 2050 (16 Hyd 2023)

Robert Goodwill: Even before Dogger Bank comes on stream, the UK is leading the world in offshore wind generation. I hope that in due course we will also lead the world in nuclear generation. If we are to charge up all those electric cars and power all those air source heat pumps, we will need an awful lot of electricity at peak times. We will also be producing a lot of electricity at off-peak times. Does the...
