Pwyllgor Mesur Cyhoeddus: Nationality and Borders Bill: New Clause 23 - Safe and legal routes ( 4 Tach 2021)

Robert Goodwill: Does the Minister agree that in many cases under the Dublin regulation, children were placed with quite distant relatives here in the UK who they had never met, when their families and parents were in the country from whence they had fled because it was they who had paid the people traffickers to get the children to the UK?

Transport: Cycling and Walking ( 4 Tach 2021)

Robert Goodwill: Does the Minister, who is also the Rail Minister, agree that a key element of any cycling and walking plan should be better parking provision for cycles at railway stations?

Transport: Topical Questions ( 4 Tach 2021)

Robert Goodwill: I very much welcome the Minister’s answer to my hon. Friend the Member for Harrogate and Knaresborough (Andrew Jones), outlining the good news in the Budget on the delivery of more buses towards our target of 4,000 zero-emission buses. There are three manufacturers here in the UK that can deliver these buses, including one with a production line in Scarborough. Will the Minister give me a...

Nuclear Energy (Financing) Bill ( 3 Tach 2021)

Robert Goodwill: Will the hon. Gentleman give way?

Nuclear Energy (Financing) Bill ( 3 Tach 2021)

Robert Goodwill: Does the hon. Gentleman also appreciate that we may need to generate large amounts of hydrogen, or indeed use nuclear energy for direct carbon capture, and perhaps synthesise jet fuel in that way?

Nuclear Energy (Financing) Bill ( 3 Tach 2021)

Robert Goodwill: rose—

Nuclear Energy (Financing) Bill ( 3 Tach 2021)

Robert Goodwill: Well, I could say a few words if we have time. [Interruption.] Oh, he’s here now.

Pwyllgor Mesur Cyhoeddus: Nationality and Borders Bill: Clause 59 - Processing of visa applications from nationals of certain countries ( 2 Tach 2021)

Robert Goodwill: Surely what the hon. Gentleman says defies logic. If we are going to give visas to nationals of a particular country and we know there is a risk they may overstay, surely we can be more generous and more engaged with that country if we know that those overstayers can be removed. In the case of visas, we will have biometric data, so that there is no doubt about a person’s identity.

Pwyllgor Mesur Cyhoeddus: Nationality and Borders Bill: Clause 59 - Processing of visa applications from nationals of certain countries ( 2 Tach 2021)

Robert Goodwill: It might help some of these countries if we did not plunder their health professionals, who have trained at the expense of that country, and actually trained our own instead.

Pwyllgor Mesur Cyhoeddus: Nationality and Borders Bill: Clause 58 - Age assessments ( 2 Tach 2021)

Robert Goodwill: I have just had a look at the NHS website and it says that having an X-ray is equivalent to one or two days of background radiation. If someone takes a short-haul flight, the amount of radiation they are likely to be exposed to is probably more than an X-ray, particularly if it is on a limb and not on the main body.

Pwyllgor Mesur Cyhoeddus: Nationality and Borders Bill: Clause 58 - Age assessments ( 2 Tach 2021)

Robert Goodwill: The hon. Member is very generous in giving way. Is he saying, in effect, that in every case we should take the person’s word for how old they are and treat them as children, even if there is scientific evidence that they may be many years older than 18?

Pwyllgor Mesur Cyhoeddus: Nationality and Borders Bill: Clause 58 - Age assessments ( 2 Tach 2021)

Robert Goodwill: Does the hon. Gentleman accept that new clause 32 makes amendment 150 superfluous, as it talks about the scientific input into age determination?

Pwyllgor Mesur Cyhoeddus: Nationality and Borders Bill: Clause 58 - Age assessments ( 2 Tach 2021)

Robert Goodwill: Does the hon. Gentleman not agree that there are incentives for adults to pass themselves off as children? If the age assessment is done incorrectly, the result could be adults being placed in schools or local authority care, putting children at risk.

Pwyllgor Mesur Cyhoeddus: Nationality and Borders Bill: Clause 58 - Age assessments ( 2 Tach 2021)

Robert Goodwill: I understand the point that the hon. Gentleman is trying to make, but I am worried that he is saying, “Well, we’ll give a lot of people the benefit of the doubt”, which could result in large numbers of adults being placed in settings that are appropriate for children. Surely he is aware that since the 2003 case, age assessments have been Merton compliant. Any actions that the Government...

Pwyllgor Mesur Cyhoeddus: Nationality and Borders Bill: Clause 48 - Identification of potential victims of slavery or human trafficking ( 2 Tach 2021)

Robert Goodwill: Does the Minister agree that decision making in such circumstances is made very difficult by the fact that many people who are victims of modern slavery will not declare that because it is part of the deal with the people traffickers, and many people who claim to be victims of modern slavery are not victims but are using it as a way of getting their asylum claim accepted?

Smoking Cessation: Prescription of E-cigarettes ( 1 Tach 2021)

Robert Goodwill: Many people who wish to stop smoking are motivated by the wish to be healthier, but there is also a financial impact on the family from somebody smoking, not least because the Chancellor put 88p on the most expensive cigarettes and even the cheapest are almost a tenner now. However, many people buy cigarettes under the counter or from a mate down the pub. Will the Minister engage with her...

Written Answers — Department for Transport: Large Goods Vehicles: Taxation (27 Hyd 2021)

Robert Goodwill: To ask the Secretary of State for Transport, how much the HGV Road User Levy has raised from foreign HGVs since its introduction.

Child Sexual Exploitation: Bradford (26 Hyd 2021)

Robert Goodwill: Does the Minister recognise that, where girls are over the age of 16 and can give consent, sadly, many of them are being gaslighted and forced into this activity? It is much more difficult for the police to get a prosecution and for the Crown Prosecution Service to take action because, sometimes, these girls do not see themselves as victims, despite the fact that their lives are being...

Child Sexual Exploitation: Bradford (26 Hyd 2021)

Robert Goodwill: This issue was first brought to light in Rotherham. At that time, many organisations such as the police and the council felt that they were maybe being racist by tackling it because it involved one particular community. Is that still a problem, or has that been cleared up?

Child Sexual Exploitation: Bradford (26 Hyd 2021)

Robert Goodwill: Is it not the case that many of those girls will either be in the care of the local authorities, as looked-after children, or come from families that social workers are closely engaging with?
