Written Answers — House of Commons Commission: CDs and DVDs (26 Maw 2015)

John Thurso: The House Service has no access to information on which it could base a realistic estimate.

Written Answers — House of Commons Commission: Select Committees: ICT (25 Maw 2015)

John Thurso: Apple iPads for Members engaged in Select Committee business were initially piloted by the Administration Committee between April and October 2011. This was followed by an extended pilot with other Select Committees. At the time of the first pilot, the tablet market was very limited and there were not considered to be any comparable products to the iPad. At the time of the extended pilot the...

Written Answers — House of Commons Commission: Ict (24 Maw 2015)

John Thurso: The minimum value for contracts that must be put out to competitive tender is £50,000. The contract was awarded under a Crown Commercial Service framework. In order to be part of the framework the suppliers have taken part in a competitive tender process.

Written Answers — House of Commons Commission: Ict (24 Maw 2015)

John Thurso: Following the election, each Member will be offered an iPad to facilitate use of online services provided by Parliament. These iPads, and the associated mobile data costs, will be funded from the Administration Estimate. Members will also be able to order IT equipment from an online catalogue, financed from the Members Estimate. The catalogue will include a range of laptops, desktops,...

Written Answers — House of Commons Commission: Recycling (23 Maw 2015)

John Thurso: There are currently no plans to introduce dedicated recycling facilities for DVDs and CDs. However, we continue to review Parliament’s waste recycling and recovery arrangements as part of our objective to move waste streams up the waste hierarchy.

Business of the House (19 Maw 2015)

John Thurso: I join colleagues in paying tribute to the Leader of the House and the shadow Leader of the House for the work they have done, on the House of Commons Commission in particular. Much has been achieved together and it has been great working as part of that team. Will it be possible to have a debate on the provision of communication infrastructure by BT? It has been suggested recently that that...

Energy and Climate Change: Fiscal Responsibility and Fairness (19 Maw 2015)

John Thurso: I commend my right hon. Friend in setting out a fair path to a stronger economy. Will he join me in congratulating Wick tax office, which has done such a sterling job on cracking down on avoidance through film partnerships, and which is still open despite many Treasury attempts to close it? As the economy grows, will he pay real attention to investing in infrastructure and education so that...

Written Answers — House of Commons Commission: Ict (19 Maw 2015)

John Thurso: I refer the hon. Member to my answer yesterday to Question 227498.

Written Answers — House of Commons Commission: Ict (18 Maw 2015)

John Thurso: No direct discussions were held with (a) Apple and (b) the providers of other devices and platforms in advance of the decision to offer iPads. An independent assessment of the tablet marketplace was completed by Parliamentary ICT (PICT), including cost, but also technical capabilities, such as the ability to deliver committee papers securely, and the training effort required for both Members...

Written Answers — House of Commons Commission: Ict (18 Maw 2015)

John Thurso: The suitability of various tablets for open source, open standards and open data was not part of the assessment in the selection of the iPad. The selection of tablet does not have a direct impact on the use of open source, open standards and open data. Parliament is actively using open standards to deliver services that will work across any device through the use of HTML5. In addition new...

Written Answers — House of Commons Commission: Ict (18 Maw 2015)

John Thurso: In 2013 the House of Commons Commission agreed to a recommendation in the Administration Committee’s report, First weeks at Westminster: induction arrangements for new MPs in 2015, that: “…a tablet and a laptop should be the first pieces of equipment offered to all Members after the 2015 election. The tablet should be in addition to the current allowance and should come with a SIM card....

Written Answers — House of Commons Commission: Conditions of Employment (17 Maw 2015)

John Thurso: As I indicated in my answer, the House does not routinely collect this information from contractors operating on the parliamentary estate and has no plans to do so. The House is committed to offering guaranteed minimum hours contracts to all directly-employed staff on call-off (zero hours) contracts and has completed a process of offering guaranteed minimum hours contracts to all affected staff.

Written Ministerial Statements — House of Commons Commission: House of Commons - Governance (17 Maw 2015)

John Thurso: At its meeting on 16 March, the Commission again considered implementation of the recommendations of the Committee on House of Commons Governance. The Commission noted that the House of Commons Commission Bill passed all its Commons stages on 24 February and received an unopposed Second reading in the Lords on 12 March. It also noted that motions to implement changes in Standing Orders...

Written Answers — House of Commons Commission: Meat (12 Maw 2015)

John Thurso: House of Commons catering services do not purchase or serve any meat from animals slaughtered by non-stunned methods. House of Lords restaurants are a matter for that House; however, I understand that it takes a similar approach.

Oral Answers to Questions — House of Commons Commission: House of Commons Management ( 5 Maw 2015)

John Thurso: The Commissioner has received no recent formal representations from staff in those areas on the management of the House. The staff have, however, had a number of opportunities to express their views to the management, including in the recent staff survey.

Oral Answers to Questions — House of Commons Commission: House of Commons Management ( 5 Maw 2015)

John Thurso: I have enjoyed throughout this Parliament the exchanges I have had with the hon. Gentleman on this matter, and the direction of travel he indicates is one that we are very much seeking to take. The recent leadership and management survey shows that on all leadership and management criteria we have improved our score over that of the civil service generally, and on nine out of 10 such criteria...

Oral Answers to Questions — House of Commons Commission: House of Commons Management ( 5 Maw 2015)

John Thurso: I entirely agree with my right hon. Friend and salute all he has done with his Committee to make that a realistic possibility.

Oral Answers to Questions — House of Commons Commission: Transgender Visitors ( 5 Maw 2015)

John Thurso: All House staff dealing with the public are expected to undertake mandatory diversity and inclusion training, and the same standards are expected from all service providers, including the Metropolitan Police Service.

Oral Answers to Questions — House of Commons Commission: Transgender Visitors ( 5 Maw 2015)

John Thurso: I am grateful to the hon. Lady for bringing that case to our attention. Indeed, as I believe she knows, this has been referred to the Metropolitan Police Service, whose staff these were. It is taking this extremely seriously and we have made it clear to the Met how seriously we take it. As far as our own staff are concerned, diversity and inclusion is a key part of the core induction and...

Oral Answers to Questions — House of Commons Commission: Parliamentary Estate: Recycling ( 5 Maw 2015)

John Thurso: The percentage of all waste arising from the parliamentary estate that was recycled or recovered in 2010 was 52.1%. In 2014, it was 62.8%. This shows a fairly considerable improvement; however, we are a little below what we need to be to make sure we are on track for our 2020 target.
