Oral Answers to Questions — Health: New Clause 1 — Facilities for remote gambling (26 Tach 2013)

Gerry Sutcliffe: I am with the hon. Gentleman most of the way, but part of the problem is that the sports are not in control of the types of bet that can be put on their sport. That is how players—particularly young players—can be corrupted. There is an issue in terms of the relationship between betting and sports and it would be better if the sports had control over what could be bet upon.

Oral Answers to Questions — Health: New Clause 1 — Facilities for remote gambling (26 Tach 2013)

Gerry Sutcliffe: Will the hon. Gentleman go through what he believes the legal impediments are? If he is referring to the European Union, it appears that the French have overcome any problems emanating from that. Is he arguing that the advice of the DCMS lawyers is inappropriate?

Oral Answers to Questions — Health: New Clause 1 — Facilities for remote gambling (26 Tach 2013)

Gerry Sutcliffe: I will speak in support of new clause 1 and other new clauses in the group. I refer colleagues to my declaration in the Register of Members’ Financial Interests, which states that I am a trustee of the Responsible Gambling Trust. I support new clause 1 for the reasons set out so ably by the hon. Member for Rochford and Southend East (James Duddridge). The Culture, Media and Sport Committee...

Pwyllgor Mesur Cyhoeddus: Gambling (Licensing and Advertising) Bill: New Clause 15 - Application of the horserace betting levy (19 Tach 2013)

Gerry Sutcliffe: I want to reinforce what my hon. Friend the Member for Eltham has said from the Front Bench. This is an opportunity to resolve an issue that has been ongoing for many years. The Minister—and long may she remain in her post until the next election—will be lobbied incessantly by racing and betting on this issue. The good news this year is that there has been no determination, and in fact,...

Pwyllgor Mesur Cyhoeddus: Gambling (Licensing and Advertising) Bill: New Clause 6 - Enforcement by IP blocking (19 Tach 2013)

Gerry Sutcliffe: I hear what the Minister is saying and I shall hold her to her word, because the issue is important. The right hon. Member for Bath has raised the matter on numerous occasions. We have an opportunity. I accept what the Minister is saying. If we do not need legislation, that is fine. However, can we please include the recommendations? It needs to be done. The money is there. It can go into all...

Pwyllgor Mesur Cyhoeddus: Gambling (Licensing and Advertising) Bill: New Clause 6 - Enforcement by IP blocking (19 Tach 2013)

Gerry Sutcliffe: I note what my hon. Friend says about new clause 11 on dormant accounts. This issue has been with us for many years. The right hon. Member for Bath (Mr Foster) produced a report in 2010 that highlighted that there were millions of pounds available in such accounts. We tried to get a voluntary arrangement with the industry at the time to release this money. The Government must be consistent in...

Pwyllgor Mesur Cyhoeddus: Gambling (Licensing and Advertising) Bill: New Clause 3 - Remote gambling licensees and customer protection (19 Tach 2013)

Gerry Sutcliffe: The hon. Gentleman has prompted me to make a contribution on problem gambling and what to do about it. He quite rightly criticised the industry for being slow to bring forward its contributions to the voluntary levy that was eventually put in place to get them to react to the problems in the sector. I am pleased that many of the larger companies are now contributing, but there are still some...

Pwyllgor Mesur Cyhoeddus: Gambling (Licensing and Advertising) Bill: New Clause 3 - Remote gambling licensees and customer protection (19 Tach 2013)

Gerry Sutcliffe: I did not want to give the impression that nobody should care about the 0.9% because, as the hon. Gentleman says, that is quite a significant figure. The hon. Gentleman relates gambling to alcohol. Alcohol treatment is paid for by the NHS, while gambling addiction is not. Perhaps there is a need for the Government to look at what they can do to help the industry pay for treatment for people...

Pwyllgor Mesur Cyhoeddus: Gambling (Licensing and Advertising) Bill: New Clause 3 - Remote gambling licensees and customer protection (19 Tach 2013)

Gerry Sutcliffe: Will my hon. Friend give way before he answers that question?

Pwyllgor Mesur Cyhoeddus: Gambling (Licensing and Advertising) Bill: New Clause 3 - Remote gambling licensees and customer protection (19 Tach 2013)

Gerry Sutcliffe: It is. Perhaps the hon. Member for Rochford and Southend East is right that an amendment should be forthcoming, but I hope the delay gives the Government time to meet the industry and go through the practicalities of what needs to be done before we consider the Bill on Report.

Pwyllgor Mesur Cyhoeddus: Gambling (Licensing and Advertising) bill: New Clause 1 - Licence compliance, stipulations and control (19 Tach 2013)

Gerry Sutcliffe: I hear what the hon. Gentleman is saying, because there is agreement across the House on the issues around spread betting and new forms of betting on sport. My hon. Friend the Member for Eltham is right to raise this issue. The Minister might be unable to deal with this within the scope of the Bill, but there is a fundamental relationship between sport and betting. I say now, because our...

Pwyllgor Mesur Cyhoeddus: Gambling (Licensing and Advertising) bill: New Clause 1 - Licence compliance, stipulations and control (19 Tach 2013)

Gerry Sutcliffe: Exactly. My hon. Friend makes the point about the no ball scandal. The integrity of sport is vitally important. It is a grave mistake for sports governing bodies to have no control over what is bet on in their sport. As the situation becomes more competitive, bets on incidental things become even greater, whether on the number of no balls, the number of corners or the number of times the ball...

Pwyllgor Mesur Cyhoeddus: Gambling (Licensing and Advertising) bill: New Clause 1 - Licence compliance, stipulations and control (19 Tach 2013)

Gerry Sutcliffe: My hon. Friend comes to the nub of the point: a sport is not in control of what people can bet on. While gambling companies can promote bets on any aspect of a sport, the sport has no control over what such a bet can entail.

Pwyllgor Mesur Cyhoeddus: Gambling (Licensing and Advertising) bill: Clause 3 - Advertising of gambling by way of remote communication: Great Britain (19 Tach 2013)

Gerry Sutcliffe: On a related point, does the Minister know whether the national lottery is included in the statistics? If she does not have the answer immediately, she might want to write to the Committee, because the relationship between the national lottery and gambling is interesting.

Pwyllgor Mesur Cyhoeddus: Gambling (Licensing and Advertising) bill: Clause 5 - Extent, commencement and short title (19 Tach 2013)

Gerry Sutcliffe: We were told in evidence last week that the Gibraltar gambling commission was considering its options, so it would be helpful if the Minister would outline the procedure if there is a legal challenge to the Bill from one of the offshore operators.

Pwyllgor Mesur Cyhoeddus: Gambling (Licensing and Advertising) bill: Clause 5 - Extent, commencement and short title (19 Tach 2013)

Gerry Sutcliffe: The Minister is saying that the Bill will proceed in the normal fashion, regardless of whether there are any challenges whatsoever. That is important, because while some of the threats to challenge legislation might have been off-putting, she has reassured us that the procedure will carry on regardless.

Pwyllgor Mesur Cyhoeddus: Gambling (Licensing and Advertising) bill: Clause 3 - Advertising of gambling by way of remote communication: Great Britain (19 Tach 2013)

Gerry Sutcliffe: I support what my hon. Friend is saying. In evidence to the Select Committee, the former Cabinet Minister Mr Richard Caborn admitted that the 2005 Act was not perfect. Negotiations took place towards the end of the parliamentary term. I do not say there were back-room deals, but perhaps negotiations were not based on factual evidence. One of the consequences of the Act was advertising. I put...

Pwyllgor Mesur Cyhoeddus: Gambling (Licensing and Advertising) bill: Clause 3 - Advertising of gambling by way of remote communication: Great Britain (19 Tach 2013)

Gerry Sutcliffe: I am grateful to the Minister for giving way, and I do not want to stop the flow of what she is saying, but there is concern within the industry on where the industry is with advertising. As we know, the gambling industry is very competitive. Voices within the industry are saying that things have gone a little too far, so perhaps—not necessarily today, but at some future time—the Minister...

Pwyllgor Mesur Cyhoeddus: Gambling (Licensing and Advertising) bill: Clause 1 - Licensing of remote gambling (19 Tach 2013)

Gerry Sutcliffe: This comes to the essence of the Bill’s whole purpose, which is consumer protection. Requiring a kitemark would separate the approved sites from the non-approved sites.
