Oral Answers to Questions — Home Department: Vulnerable Witnesses (30 Maw 1998)

Angela Smith: What plans he has to ensure that vulnerable witnesses are afforded greater protection in court. [35164]

Oral Answers to Questions — Home Department: Vulnerable Witnesses (30 Maw 1998)

Angela Smith: I, too, welcome the review. I should like, however, to press my right hon. Friend a little further about its aims. I should like a commitment that vulnerable witnesses will be able to give evidence safely and without fear of retribution.

Waste Minimisation Bill [Money] (13 Maw 1998)

Angela Smith: The hon. Member for Guildford (Mr. St. Aubyn) said that private Members' Bills should be uncontroversial. I remind him that this is an uncontroversial Bill which has all-party support. Indeed, it was first brought before the House by the previous Member for Beckenham, who is no longer in the House. Opposition Members are making heavy weather of the Bill, based on a misunderstanding of what...

Waste Minimisation Bill [Money] (13 Maw 1998)

Angela Smith: I am the Bill's promoter. The right hon. Gentleman said that I was not present, but I am. The Bill is not a handout from the Government Whips; I took it over from the former hon. Member for Beckenham, who is no longer a Member of Parliament. The right hon. Gentleman said that the Bill's aims are broad. Will he not acknowledge that they are narrow and specific, and that the Bill describes in...

Wild Mammals (Hunting with Dogs) Bill: Mink (13 Maw 1998)

Angela Smith: (seated and covered): On a point of order, Mr. Deputy Speaker. May I ask the Serjeant at Arms, through you, why it is taking so long to clear the Aye Lobby? Can the Serjeant at Arms be sent into the Lobby to see why the delay has occurred?

Orders of the Day — National Minimum Wage Bill: Voluntary Workers ( 9 Maw 1998)

Angela Smith: I welcome new clause 1, as it recognises the special nature of charities, voluntary organisations and the voluntary sector generally. As a former employee in the voluntary sector, a former volunteer and an officer of the all-party group, I take a special interest in the subject. The House should note that the umbrella organisations of the voluntary sector have never argued for their workers...

Orders of the Day — National Minimum Wage Bill: Voluntary Workers ( 9 Maw 1998)

Angela Smith: The first thing I would say is something that we heard often in Committee: I blame myself for taking that intervention. Conservative Members clearly do not understand the difference between those who give their time, effort and energy and ask for recognition but not remuneration, and those who should be paid the minimum wage.

Orders of the Day — National Minimum Wage Bill: Voluntary Workers ( 9 Maw 1998)

Angela Smith: I have answered it. Amendment (b) represents another attempt to avoid the minimum wage by the back door. It would make it difficult to give appropriate training for volunteers.

Orders of the Day — National Minimum Wage Bill: Voluntary Workers ( 9 Maw 1998)

Angela Smith: I have already given way once, and I want to make progress.

Orders of the Day — National Minimum Wage Bill: Voluntary Workers ( 9 Maw 1998)

Angela Smith: I am certainly wise not to take silly interventions from Conservative Members. The new clause draws a careful distinction between those who should be treated as volunteers and not caught up in the minimum wage and those who are employed and should receive the minimum wage. I remind hon. Members of the views of voluntary bodies. The voluntary sector does not want exemptions that would allow...

Orders of the Day — National Minimum Wage Bill: Voluntary Workers ( 9 Maw 1998)

Angela Smith: Like Tory Ministers and MPs.

Oral Answers to Questions — Defence: Defence Medical Services ( 9 Maw 1998)

Angela Smith: If he will make a statement on Defence Medical Services. [31412]

Oral Answers to Questions — Defence: Defence Medical Services ( 9 Maw 1998)

Angela Smith: Does my hon. Friend agree that the state of Defence Medical Services is an indictment of the condition in which it was left by the Conservative Government? What steps are being taken to rectify equipment and personnel shortages?

Prayers: Employment of Children Bill (13 Chw 1998)

Angela Smith: I congratulate my hon. Friend the Member for Gravesham (Mr. Pond) on promoting the Bill. I have never understood the custom that hon. Members should be congratulated on drawing a high place in the ballot—that is a matter of good fortune—but I congratulate my hon. Friend on his choice of subject. He has considerable expertise and experience in the matter, for which he is widely respected,...

Prayers: Employment of Children Bill (13 Chw 1998)

Angela Smith: Unfortunately not. He did not have certain advantages that would have enabled him to reach such a high place in life. Undoubtedly, he suffered from low educational attainment at school despite so many efforts by the school to help and support him. Problems with employment are not automatic and can be tackled. Employment for children can bring certain advantages for both child and family, if...

Oral Answers to Questions — Health: NHS Trusts (27 Ion 1998)

Angela Smith: What proposals he has for promoting shared responsibility between NHS trusts for local services. [23423]

Oral Answers to Questions — Health: NHS Trusts (27 Ion 1998)

Angela Smith: I welcome my hon. Friend's answer. However, does he share my concern that the South Essex health authority—despite the extra £17 million that the Government have given to it—is still implementing wide-ranging cuts in front-line services? If health authorities and trusts will follow the line described by the Minister, they could raise the necessary money by efficiency savings and not by cuts.

Oral Answers to Questions — Home Department: Repeat Offenders (22 Rha 1997)

Angela Smith: A recent incident in my constituency involving a sex offender has brought home strongly the importance of ensuring public confidence in the sentencing of sex offenders. What plans does my hon. Friend have to ensure that, following release, serious sex offenders and violent offenders are properly supervised?

Orders of the Day — Wild Mammals (Hunting with Dogs) Bill (28 Tach 1997)

Angela Smith: I congratulate my hon. Friend the Member for Worcester (Mr. Foster) on introducing the Bill. Contrary to reports that it is a bad Bill, it is in fact an excellent Bill. Indeed, the Public Bill Office made compliments about its drafting. I have listened to the arguments deployed in the debate, and what has struck me is that so many of them have been contradictory and somewhat misleading. I am...

Orders of the Day — Wild Mammals (Hunting with Dogs) Bill (28 Tach 1997)

Angela Smith: No, I am not giving way. I have 10 minutes; many hon. Members wish to speak, and there is little time. The right hon. Member for Kensington and Chelsea said that the powers in the Bill were draconian. He should be aware that they are the same as those provided in the Protection of Badgers Act 1992, which were accepted under a previous Government and are working well. The power to seize...
