Pwyllgor Mesur Cyhoeddus: Hunting Bill: Schedule 3 - Hunting with Dogs: Prohibition (15 Chw 2001)

Mrs Llin Golding: On that last point, if it were not for the idiots who released mink in my area, we would not have the problem of 80 mink still running free and causing trouble. My hon. Friend talks of people doing things 20, 30 or 40 years ago, but others are doing things now, fully aware of the consequences of releasing thousands of mink.

Pwyllgor Mesur Cyhoeddus: Hunting Bill: Schedule 3 - Hunting with Dogs: Prohibition (15 Chw 2001)

Mrs Llin Golding: Absolutely; I could not agree more with my hon. Friend. He asks how many mink are killed by mink packs. Given that there are only a few mink packs, that they sweep the rivers only in the season, and that they do so only twice in order to protect the riverbanks, they do rather well in attacking and getting the mink. They may not kill a vast number, but at least they keep the population...

Pwyllgor Mesur Cyhoeddus: Hunting Bill: Schedule 3 - Hunting with Dogs: Prohibition (15 Chw 2001)

Mrs Llin Golding: The mink packs do a good job and to say that we cannot hunt mink with dogs is an absolute nonsense.

Pwyllgor Mesur Cyhoeddus: Hunting Bill: Schedule 3 - Hunting with Dogs: Prohibition (15 Chw 2001)

Mrs Llin Golding: The report says also: ``Hunting can be helpful in providing a free service to farmers and others that identifies where mink are located, enabling them to target trapping efforts more effectively.'' So dogs can be used to enable farmers to trap more effectively. I agree that, in the scheme of things, a relatively small number of mink are involved—perhaps 20,000 or so run around the islands...

Pwyllgor Mesur Cyhoeddus: Hunting Bill: Schedule 3 - Hunting with Dogs: Prohibition (15 Chw 2001)

Mrs Llin Golding: I am glad that my hon. Friend raised that question. Other animals can be caught in unbaited traps but the law states that one has to check every 24 hours whether an animal has been caught. If the law says that, that is what one has to do. My hon. Friend's argument does not stand up. It has been said that foxes eliminate rabbits if one allows things to take their course, but no animal...

Pwyllgor Mesur Cyhoeddus: Hunting Bill: Schedule 3 - Hunting with Dogs: Prohibition (15 Chw 2001)

Mrs Llin Golding: There are few mink packs at the moment. I have a letter from gamekeepers on the River Avon saying that they use the services of the mink hunts and would positively consider using them in future. They only wish that there were more of them to use. Certainly in my part of the world, where mink do enormous damage, I am asked where the nearest mink pack is. Sitting suspended for a Division in...

Pwyllgor Mesur Cyhoeddus: Hunting Bill: Schedule 3 - Hunting with Dogs: Prohibition (15 Chw 2001)

Mrs Llin Golding: Unlike the hon. Member for Aylesbury, I am wedded to amendment No. 73. I am in favour of anything that can bring mink under control—even if in this Bill it is limited. What has the mink done to become such a protected species? Why should we not allow any hunting of mink? Mink take mammals, birds, fish. They attack cats, and even small dogs, and guinea pigs. They will attack virtually anything.

Pwyllgor Mesur Cyhoeddus: Hunting Bill: Schedule 3 - Hunting with Dogs: Prohibition (15 Chw 2001)

Mrs Llin Golding: It would definitely attack Fudge. The mink that were let out in my part of the world attacked pet rabbits and guinea pigs.

Pwyllgor Mesur Cyhoeddus: Hunting Bill: Schedule 3 - Hunting with Dogs: Prohibition (15 Chw 2001)

Mrs Llin Golding: I agree with everything that the right hon. Gentleman says. If those in Deadline 2000 want to cuddle a cuddly animal, I offer them the mink. I cannot think of anything nicer for them to cuddle. It looks beautiful as a fur collar, although I understand that what my hon. Friend the Member for Lewisham, East (Ms Prentice) is wearing is not mink.

NHS Hospital Building (15 Chw 2001)

Mrs Llin Golding: On behalf of the people of north Staffordshire, I thank my right hon. Friend for this truly wonderful news. Having worked in North Staffordshire hospital, I know how much it will mean not only to patients, but to staff. On behalf of north Staffordshire Members of Parliament, may I ask him to receive a delegation to discuss the extension of the medical facility at Keele university? As a former...

Pwyllgor Mesur Cyhoeddus: Hunting Bill: Schedule 3 - Hunting with dogs: prohibition ( 8 Chw 2001)

Mrs Llin Golding: Is my hon. Friend saying that below is under?

Pwyllgor Mesur Cyhoeddus: Hunting Bill: Schedule 3 - Hunting with dogs: prohibition ( 8 Chw 2001)

Mrs Llin Golding: I have a problem with ``below'' in the Bill. It is obvious that underground is underground, but in legal terms below means below the normal level of the ground—for instance, as in a ditch. The top of a ditch is at the normal level of the ground. Is the bottom of the ditch below ground? It is not underground, but it is below the normal level. Has the hon. and learned Gentleman, with his...

Pwyllgor Mesur Cyhoeddus: Hunting Bill: Schedule 3 - Hunting with dogs: prohibition ( 8 Chw 2001)

Mrs Llin Golding: I thank the hon. and gracious Gentleman for giving way. Rats go in streams and rivers. The Bill does not say ``underground''; it says ``below ground''. Rivers are below ground and on top of the ground. What does that mean?

Pwyllgor Mesur Cyhoeddus: Hunting Bill: Schedule 3 - Hunting with dogs: prohibition ( 8 Chw 2001)

Mrs Llin Golding: What about the friendly neighbourhood mink? Under normal circumstances, gamekeepers are accompanied by dogs, but if they shoot a mink in such circumstances they will be liable to prosecution.

Pwyllgor Mesur Cyhoeddus: Hunting Bill: Schedule 3 - Hunting with dogs: prohibition ( 8 Chw 2001)

Mrs Llin Golding: I did not say that. I referred to flushing out rabbits and accidentally flushing out mink, which is a different matter.

Pwyllgor Mesur Cyhoeddus: Hunting Bill: Schedule 3 - Hunting with dogs: prohibition ( 8 Chw 2001)

Mrs Llin Golding: I challenge my hon. Friend the Member for Brigg and Goole (Mr. Cawsey) on that point. In fact, the Environment Agency has no policy on hunting mink. If he can prove otherwise, I shall be surprised.

Pwyllgor Mesur Cyhoeddus: Hunting Bill: Schedule 3 - Hunting with dogs: prohibition ( 8 Chw 2001)

Mrs Llin Golding: I have an Environment Agency quote from 1997 stating that it does not have an official policy on mink hunting; my hon. Friend the Member for Brigg and Goole quoted a document dated 1996. Having said that, the agency does have a policy on the protection of water voles.

Pwyllgor Mesur Cyhoeddus: Hunting Bill: Schedule 3 - Hunting with dogs: prohibition ( 8 Chw 2001)

Mrs Llin Golding: Does what my hon. Friend the Member for Brigg and Goole says mean that the Environment Agency is against fishing because people walk up and down the riverbank?

Pwyllgor Mesur Cyhoeddus: Hunting Bill: Schedule 3 - Hunting with dogs: prohibition ( 8 Chw 2001)

Mrs Llin Golding: I return to the subject of mink. If a gamekeeper walks along with his dog, flushing out rabbits, it is fine; if he suddenly flushes out a mink, which darts up a tree and sits there looking down at him, under paragraph (1)(a) he will not be able to do anything about it. He might know that a family of water voles lives close by; they are a protected species, but are declining in number because...

Pwyllgor Mesur Cyhoeddus: Hunting Bill: Schedule 3 - Hunting with dogs: prohibition ( 6 Chw 2001)

Mrs Llin Golding: I return to the subject of mink and I do not intend to leave it, because it is a serious problem. The hon. Member for Mid-Sussex, who has just left the Room, said that the Bill will not benefit mink, but it will. No one will be allowed to eradicate them, and that will cause serious problems. I received an article about the problems associated with mink in the Hebrides, and it illustrates the...
