Written Answers — House of Lords: Coroners and Justice Act 2009 (29 Aws 2013)

Baroness Golding: To ask Her Majesty’s Government whether they intend to implement in full section 28 of the Coroners and Justice Act 2009; and, if so, when. To ask Her Majesty’s Government what studies have been made since the passing of the Coroners and Justice Act 2009 as to the impact of implementing the provisions of section 28 of that Act. To ask Her Majesty’s Government, in the light of section 28...

Written Answers — House of Lords: Courts: Child Witnesses (29 Aws 2013)

Baroness Golding: To ask Her Majesty’s Government whether, in the light of recent trials dealing with sexual offences, guidance will be given to trial judges about protecting child witnesses from extensive cross-examination by defence counsel.

Environment: Plastic Bags — Question (14 Mai 2013)

Baroness Golding: Is the Minister aware that in some parts of Wales the charge for a plastic bag is 10p, in other parts 5p and in other parts 3p—and that if you know the shopkeeper, it is nothing? Is he also aware that the charge is supposed to be for charity, but I often see the money going into the shop’s till? Is he aware that this is happening in Wales?

Written Answers — House of Lords: Agriculture: Single Farm Payment ( 5 Rha 2011)

Baroness Golding: To ask Her Majesty's Government whether a landowner who is in receipt of the single farm payment is entitled to keep receiving all the payment if they sell all or most of the land. To ask Her Majesty's Government whether, following a land sale, a right to receive the single farm payment can pass to a new owner of the land in relation to which it was received.

Written Answers — House of Lords: Identity Documents (24 Hyd 2011)

Baroness Golding: To ask Her Majesty's Government whether they will issue revised guidance, in particular via the mandatory licensing code, to require licensees and those working at their premises to recognise valid identity cards, such as citizencards, that bear the proof of age standards scheme hologram.

Fixed-term Parliaments Bill: Committee (1st Day) (15 Maw 2011)

Baroness Golding: My Lords, I was an election agent for some 15 years, so I do not think that there is very much that I have not seen. I have dealt with four elections-parish, county, district and general elections-all on the same day and all over a big area, and have learnt much through practice. Does the amendment refer just to a general election? Will all other elections follow suit? If we have a general...

Pensions: Britons Living Abroad — Question ( 9 Maw 2011)

Baroness Golding: My Lords, I have had a letter from a friend of mine who lives in Spain and has lived there for 20 years, and who is in his eighties. The letter from the Department for Work and Pensions says: "I am writing to tell you that we cannot pay a UK state pension at the moment. This is because we cannot be sure that the amount of money that we pay you is correct. Payment of state pension has been...

Parliamentary Voting System and Constituencies Bill — Committee (17th Day) ( 2 Chw 2011)

Baroness Golding: On ballot boxes, in my area, there will be a full parish council election, a local government election and this referendum. In previous elections, some areas have not had elections, and we have borrowed ballot boxes from those not involved. There could be a shortage of ballot boxes of whatever kind. Has this been looked at because everywhere will have a ballot?

Parliamentary Voting System and Constituencies Bill — Committee (17th Day) ( 2 Chw 2011)

Baroness Golding: I realise that the noble and learned Lord does not wish to tackle one of the best agents, but there is an emergency postal vote if you are taken into hospital. I say as an agent that one of the best agents seems to have forgotten that.

Parliamentary Voting System and Constituencies Bill — Committee (17th Day) ( 2 Chw 2011)

Baroness Golding: In my constituency we have a police officer who is now retired. He was advised not to join the Labour Party or to show any bias towards it while he was a policeman. That means canvassing.

Parliamentary Voting System and Constituencies Bill — Committee (17th Day) ( 2 Chw 2011)

Baroness Golding: It will be marked by the returning officer on the sheet that they have a postal vote. Therefore, they will not be entitled to have another vote handed to them when they go to the polling station. That has always been the case, as far as I can remember, and it is still the case now.

Parliamentary Voting System and Constituencies Bill: Committee (16th Day) ( 1 Chw 2011)

Baroness Golding: Is it not possible that those in charge of a polling station vote by post? They cannot be in charge of themselves if they vote there in person.

Parliamentary Voting System and Constituencies Bill — Committee (15th Day) (Continued) (31 Ion 2011)

Baroness Golding: I think that what was said was that it was a legal requirement but that, as far as the Minister knew, nobody had ever been prosecuted.

Local Democracy, Economic Development and Construction Bill [HL]: Commons Amendments ( 9 Tach 2009)

Baroness Golding: My Lords, I thank my noble friend Lord Graham for all the work he has done on behalf of freemen. I correct him in that I am an honorary freeman of England and Wales. In fact, I was proposed by the freemen of York, not by the freemen of Newcastle-under-Lyme, who are called burgesses, not freemen, which complicates things even further. The clerk to the trustees of the burgesses of...

Health Bill [HL]: Commons Amendments ( 9 Tach 2009)

Baroness Golding: Would the people in the other House, or people in general, be aware that trading standards have endorsed machines with this radio frequency control mechanism? That has been developed recently and so has only just been put in the machines; not all machines have it yet, but most machines do. Are people aware that trading standards have endorsed it?

Health Bill [HL] — Report (2nd Day) ( 6 Mai 2009)

Baroness Golding: My Lords, I will speak briefly to oppose the amendment. I do not know what is worrying the noble Lord, Lord Patel, about what is already on the packages. Is it the phrase: "Smoking seriously harms you and others around you"? Is it, "Smoking kills"? Is it, "UK duty paid", which is in large letters, to prevent smuggling? Is it: "Smoking causes ageing of the skin", with a lurid picture provided...

Categories of Gaming Machine (Amendment) Regulations 2009: Motion to Approve (21 Ebr 2009)

Baroness Golding: My Lords, I declare an interest as chairman of the All-Party Parliamentary Betting and Gaming Group, which has spent a lot of time looking at betting and gaming. The Minister asked us to look at the impact of the Gambling Act on gaming machines, and we did so. Perhaps I should also declare an interest and say that I like gambling. I gamble within my means; I enjoy it and I talk to lots of...

Health Bill [HL]: Second Reading ( 4 Chw 2009)

Baroness Golding: My Lords, because of my great age, I first came into the health service a long time ago, when it first started. I worked in many hospitals and clinics. I even gave up time to sit on a district health authority in order to do something about an aspect of the hospital that I was not happy with. I appreciate this large step forward in the history of the health service and congratulate my noble...

NHS: Specialist Drug Treatments (20 Hyd 2008)

Baroness Golding: My Lords, did not the British Medical Association suggest setting up a royal commission on this very subject? What is the Government's view of that idea?
