Energy (24 Mai 2024)

Robert Largan: Let me briefly sum up. First, let me associate myself with the remarks made by the hon. Member for Manchester, Withington (Jeff Smith) about you, Madam Deputy Speaker, and about the hon. Member for Southampton, Test (Dr Whitehead). As a Whip standing in as a Minister, I do not think I would be revealing any secrets to say that he has sometimes been a source of frustration for those on the...

Energy (24 Mai 2024)

Robert Largan: I beg to move, That the draft Energy Act 2023 (Consequential Amendments) Regulations 2024, which were laid before this House on 13 May, be approved. This instrument is technical in nature. It uses the power in section 330 of the Energy Act 2023 to make various amendments as a consequence of the passing of that Act. The majority of the amendments relate to the independent system operator and...

RSE Curriculum: Northern Ireland Schools (12 Med 2023)

Robert Largan: Let me start by thanking the hon. Member for Upper Bann (Carla Lockhart) for securing tonight’s debate on an issue that I know she feels very strongly about. The Secretary of State is disappointed that he cannot respond himself, but unfortunately this debate has coincided with the Northern Ireland investment summit, where he is busy showcasing Northern Ireland’s innovation and potential...

RSE Curriculum: Northern Ireland Schools (12 Med 2023)

Robert Largan: The authority comes not from CEDAW, but from an overwhelming majority of this House, in a free vote, for that statutory duty.

RSE Curriculum: Northern Ireland Schools (12 Med 2023)

Robert Largan: Given that the vote took place before I was a Member of this House, it is difficult for me to comment. I will state only that the result was 332 Ayes to 99 Noes. That legislation thereby placed a statutory duty on the Secretary of State to make age-appropriate, comprehensive and scientifically accurate education on sexual and reproductive health and rights a compulsory component of the...

RSE Curriculum: Northern Ireland Schools (12 Med 2023)

Robert Largan: I am grateful for the right hon. Gentleman’s intervention. It is the Government’s view that educating adolescents on issues such a contraception and access to abortion should be done in a factual way that does not advocate or oppose a particular view on the moral and ethical considerations of abortion or contraception. Nearly four years have passed since the Northern Ireland (Executive...

RSE Curriculum: Northern Ireland Schools (12 Med 2023)

Robert Largan: I will make some progress, if that is okay. The regulations make age-appropriate, comprehensive and scientifically accurate education on sexual and reproductive health and rights a compulsory component of the curriculum in Northern Ireland. This covers prevention of early pregnancy and access to abortion. In recognition of the fact that education in Northern Ireland is a devolved matter, the...

RSE Curriculum: Northern Ireland Schools (12 Med 2023)

Robert Largan: On the point of teacher opt-outs, it is important to stress that this will be a matter for the Department of Education in Northern Ireland, as it has overall responsibility for education in Northern Ireland. It will be part of its consultation, which I will be coming to in a moment, and the guidance that is published next year. On teacher opt-outs, it is also worth pointing out that a large...

RSE Curriculum: Northern Ireland Schools (12 Med 2023)

Robert Largan: I will be coming to that report from the other place shortly.

RSE Curriculum: Northern Ireland Schools (12 Med 2023)

Robert Largan: I am very short on time; I have only three minutes. If the hon. Gentleman will forgive me, I would like to make some progress.

RSE Curriculum: Northern Ireland Schools (12 Med 2023)

Robert Largan: In that case, I will give way.

RSE Curriculum: Northern Ireland Schools (12 Med 2023)

Robert Largan: I am not sure that was quite the short intervention that the hon. Member promised. I reiterate what I said earlier about the need to have the education done in a factual way. But that does not exclude parents being able to teach those values to their children, which surely would be the most primary thing when it comes to this. The Department for Education has confirmed that it intends to have...

RSE Curriculum: Northern Ireland Schools (12 Med 2023)

Robert Largan: I am afraid that I am out of time. In bringing forward these regulations, the UK Government did not set a new policy direction, but rather gave effect to a decision taken by Parliament in 2019 by an overwhelming majority in a free vote. The Department for Education in Northern Ireland— House adjourned without Question put ( Standing Order No. 9(7)).

Written Answers — Department of Health and Social Care: Care Workers: Recruitment (18 Hyd 2022)

Robert Largan: To ask the Secretary of State for Health and Social Care, with reference to the policy paper entitled Our plan for patients, published by her Department on 22 September 2022, when the £15 million to help increase international recruitment of care workers will be made available; and how this funding will be distributed.

Written Answers — Department of Health and Social Care: Adult Social Care Discharge Fund (18 Hyd 2022)

Robert Largan: To ask the Secretary of State for Health and Social Care, with reference to the policy paper entitled Our plan for patients, published by her Department on 22 September 2022, when the £500 million Adult Social Care Discharge Fund will be made available; and how this funding will be distributed.

Economic Situation (12 Hyd 2022)

Robert Largan: The Conservative party stands for low taxes, but also for fiscal responsibility and sound money. Given that the Prime Minister has just said that there will not be public sector spending cuts, may I ask the Chief Secretary to the Treasury whether the Government are considering deferring any of the tax measures recently announced by the Chancellor?

Tributes to Her Late Majesty the Queen (10 Med 2022)

Robert Largan: When I was 20 years old, my grandma suddenly fell very seriously ill. She was undergoing emergency surgery and we all knew that the chances of survival were very slim. I vividly remember that long day, waiting for the bad news. On Thursday, as the country collectively held its breath, waiting for word from Balmoral, I found myself thinking of my grandma and that long day all those years ago....

Sir David Amess Summer Adjournment (21 Gor 2022)

Robert Largan: I will use the limited time available to outline some of the many challenges that this House and the next Prime Minister must face when we return from the summer recess. The No.1 issue facing the country is inflation, which hit 9.4% in June—the highest in 40 years—and is expected to climb even further. It strips away the value of the pound in our pocket, hitting every aspect of our...

Written Answers — Department of Health and Social Care: Members: Correspondence (19 Gor 2022)

Robert Largan: To ask the Secretary of State for Health and Social Care, when he will respond to the correspondence of 29 April 2022 from the hon. Member for High Peak, referenced RL37314.
