Sarah Champion: To ask the Deputy Foreign Secretary, what steps his Department is taking to help ensure that overseas development aid to (a) Sudan, (b) Ethiopia and (c) other East African countries reaches (i) local and (ii) national non-governmental (A) youth, (B) women-led and (C) faith-based organisations.

Written Answers — Home Office: Offences against Children: Internet (22 Mai 2024)

Sarah Champion: To ask the Secretary of State for the Home Department, how many individuals were arrested in connection with suspected (a) live streamed online child sexual abuse and (b) exploitative behaviour in (i) 2020, (ii) 2021, (iii) 2022 and (iv) 2023; and if he will list the nationalities of suspected overseas victims.

Written Answers — Ministry of Defence: Armed Forces Compensation Scheme (21 Mai 2024)

Sarah Champion: To ask the Secretary of State for Defence, if he will make an estimate of the number of veterans that have (a) died and (b) committed suicide whilst awaiting a final settlement of a claim to the Armed Forces Compensation Scheme since 2019.

Pwyllgor Mesur Cyhoeddus: Community and Suspended Sentences (Notification of Details) Bill: Clause 1 (15 Mai 2024)

Sarah Champion: My problem with the word “could” is that it becomes subjective. Is there anything that the Minister thinks could be included in guidance alongside the Bill when it passes—as I hope it does—to give examples of when it should be enforced or applied?

Pwyllgor Mesur Cyhoeddus: Community and Suspended Sentences (Notification of Details) Bill: Clause 1 (15 Mai 2024)

Sarah Champion: It is always a pleasure to serve under your guidance, Mr Rosindell. Huge congratulations to my hon. Friend the Member for Newport West on bringing forward this much-needed piece of legislation. I am not rising to block its passage in any way, but I am hoping to get the Minister and those in the other place to consider some of the flaws of the Bill as it stands. This Committee, especially the...

World Species Congress (14 Mai 2024)

Sarah Champion: I thank the Minister, because I know she is truly dedicated to the topic and has done a huge amount to move it forward, but whenever I go into schools, biodiversity and climate change is the one topic that pupils want to know why we are not doing more on. When we look back on the contributions that have been made today, part of the problem is that the topic is so broad. There is...

World Species Congress (14 Mai 2024)

Sarah Champion: I beg to move, That this House has considered the World Species Congress. It is a pleasure to serve under your guidance as ever, Sir Charles, and I thank you for letting me proceed with the debate on the World Species Congress and the importance of the Reverse the Red movement. The aim of the debate is simple and straightforward: to recognise the urgent species recovery and conservation work...

World Species Congress (14 Mai 2024)

Sarah Champion: I absolutely will, and I intend to go through some other examples in our nations that we should also be celebrating. We stand at a pivotal moment in history. We face a global biodiversity crisis where the fate of over 1 million species hangs in the balance due to human disruption and the destruction of habitats. There is simply no more time on the clock. The UK is one of the worst countries...

World Species Congress (14 Mai 2024)

Sarah Champion: I absolutely agree with the hon. Gentleman. We cannot see any of those declines in isolation, because more than half of plant species have declined. Among the world’s worst-hit groups are pollinators such as bees and butterflies, falling by 18% on average. I am ashamed to say that this has left the UK with the lowest level of biodiversity among G7 countries.

World Species Congress (14 Mai 2024)

Sarah Champion: The hon. Gentleman is the expert on that, so I accept his argument. I say again that it is only if we all work together with no exceptions that we can make the difference. Of course, the largest landowners need to be pulling their weight, if not leading by example. It is a relief that, in 2022, the UK joined 195 nations and committed to the Kunming-Montreal global biodiversity framework. That...

World Species Congress (14 Mai 2024)

Sarah Champion: Sadly, I agree. We want leadership, which I—and from what it sounds like, those on the Labour Front Bench—feel is lacking at the moment. As my hon. Friend rightly says, these targets should not just be our end goal; they are signposts that we can follow to get to the peak of ecological restoration and healthier habitats, which I think all of us want. Of course, climate change is a key...

World Species Congress (14 Mai 2024)

Sarah Champion: It also seems appropriate to mention the farmers who, without those pollinators, are really suffering. I am pleased that today the National Farmers Union is at the Farm to Fork summit, and I hope the Government listen to it. Finally, in England the Wildwood Trust has worked to reintroduce bison into Blean woods near Canterbury. Remarkably, those are the first bison to roam freely in the UK in...

Public Procurement (13 Mai 2024)

Sarah Champion: I thank the Minister for bringing forward the regulations. I know that he is passionate about this area and really wants to do the best for British businesses, so I hope he takes my comments as helpful, rather than as a challenge—or perhaps as a positive challenge. Every year, the Government spend over £300 billion on public procurement. A significant proportion of that goes to...

Public Procurement (13 Mai 2024)

Sarah Champion: My right hon. Friend is making a very good speech and I fully agree with what he is saying. One of the ways in which Europe manages to support its own industry is by applying weighting to social value, ascribing the highest value to the very act of providing jobs for local people. That is something that we could be doing.

Public Procurement (13 Mai 2024)

Sarah Champion: The right hon. Member makes a very good point. The self-employed have been telling me about the amount of administration they have to do even to be in the running. Also, they do not tend to find out about contracts. I hope that the regulations will extend their promotion and the length of time, and that the Government try to break down those contracts into smaller chunks, so that small...

Written Answers — Foreign, Commonwealth and Development Office: Ethiopia and Sudan: Humanitarian Aid ( 9 Mai 2024)

Sarah Champion: To ask the Deputy Foreign Secretary, how much and what proportion of funding announced at the pledging conferences for (a) Sudan and (b) Ethiopia is new; and how will that funding be released.

Written Answers — Department for Environment, Food and Rural Affairs: Dangerous Dogs: Enforcement ( 7 Mai 2024)

Sarah Champion: To ask the Secretary of State for Environment, Food and Rural Affairs, how many Dog Legislation Officers there were on 15 September 2023; how many and what proportion of those Dog Legislation Officers have received training in the identification standard for an XL Bully; and how many new Dog Legislation Officers have been trained since 1 January 2024.
