Oral Answers to Questions — Prime Minister: Engagements (14 Ion 2015)

Tom Harris: Raif Badawi faces 1,000 lashes and 10 years in prison because he wrote some articles with which his Government disagreed. Will the Prime Minister join me in condemning the barbaric and mediaeval regime of Saudi Arabia, and does he believe that our international alliances should be founded more on human rights and less on economic muscle?

Written Answers — Department for Business, Innovation and Skills: Copyright: EU Action ( 2 Rha 2014)

Tom Harris: To ask the Secretary of State for Business, Innovation and Skills, what steps he is taking to ensure that European Commission proposals for reform of the European Copyright Framework do not undermine the principle that writers and other creators should be rewarded for their work.

Written Answers — HM Treasury: Network Rail (21 Tach 2014)

Tom Harris: To ask Mr Chancellor of the Exchequer, what impact the reclassification of Network Rail as a government body has had on (a) the financial position of the Government and (b) the financial position of Network Rail; and if he will make a statement.

Written Answers — HM Treasury: Network Rail (20 Tach 2014)

Tom Harris: To ask Mr Chancellor of the Exchequer, whether any proportion of Network Rail's debt has been allocated to the Scottish Government as a result of the reclassification of Network Rail as a government body on 1 September 2014.

Written Answers — Department for Education: Schools: Libraries (18 Tach 2014)

Tom Harris: To ask the Secretary of State for Education, how many (a) primary and (b) secondary schools in England have a specifically designated library for use by pupils as a proportion of the total number of schools.

Business of the House (Today) (10 Tach 2014)

Tom Harris: Will the Home Secretary give way?

Opposition Day — [9th Allotted Day]: Local Bus Services ( 5 Tach 2014)

Tom Harris: Earlier this evening, my hon. Friend the Member for Newcastle upon Tyne Central (Chi Onwurah) offered us a quotation which she wrongly, but understandably, attributed to the late Baroness Thatcher, about the man who, finding himself on a bus beyond the age of 26, can count himself a failure. As I pointed out at the time, it was actually said by—we think—Loelia, Duchess of Westminster,...

Opposition Day — [9th Allotted Day]: Local Bus Services ( 5 Tach 2014)

Tom Harris: I agree with the hon. Gentleman. The tram in Edinburgh was a disaster from start to finish. I was in Edinburgh over the Edinburgh festival period, and I saw for myself the much-heralded trams and was extremely excited that there was a passenger on one of them; that encouraged me. I do not think trams are the solution, therefore, but bus services are absolutely vital, because buses are the...

Opposition Day — [9th Allotted Day]: Local Bus Services ( 5 Tach 2014)

Tom Harris: I wonder whether those figures would be moving in the right direction were it not for the introduction of free bus travel for pensioners. Take those figures out and where are we with passenger numbers? I suspect that even last year’s 1% increase would be non-existent. I want to say one last thing. This is not a debate about Scotland, but I stand here envious of my English colleagues. We...

Opposition Day — [9th Allotted Day]: Local Bus Services ( 5 Tach 2014)

Tom Harris: But if the Secretary of State excludes all London bus journeys from those figures, historically—from the point of deregulation in 1986 to the present day—bus passenger numbers outside London have plummeted.

Opposition Day — [9th Allotted Day]: Local Bus Services ( 5 Tach 2014)

Tom Harris: Very briefly, for clarity and in defence of Baroness Thatcher—[Interruption]—that is a quote that will haunt me for some time—she never actually said those words, which have been attributed to her. It was actually Loelia, Duchess of Westminster.

VAT on e-books ( 2 Gor 2014)

Tom Harris: I suppose that at this point we should acknowledge that one of the Minister’s colleagues, the hon. Member for Mid Bedfordshire (Nadine Dorries), is consistently in the top six on the Amazon bestsellers list for e-books.

VAT on e-books ( 2 Gor 2014)

Tom Harris: I apologise for interrupting, but when the derogation was granted on our accession to the EU in 1973, there was no reference to physical books, because e-books did not exist at the time. There was a concession on books, and as that derogation stands, it could be extended to e-books, as e-books come under the definition of being a book.

VAT on e-books ( 2 Gor 2014)

Tom Harris: I am grateful to the Minister for giving way again. She has shown great patience, and I appreciate it. What she has just said, though, rather misses the point of my debate. No one is asking the Government to offer subsidies or favours to the e-book industry. What I am asking is that an impending charge that consumers in this country are not currently paying not be levied. She is right to say...

VAT on e-books ( 2 Gor 2014)

Tom Harris: I seem to remember being complimentary to the Minister when she spoke powerfully in favour of votes for prisoners in a debate on which we took the opposite points of view, and I believe that we are going to do the same again. I am more than relaxed about the UK being the target of court action by whichever European institution is relevant. I was relaxed about the idea when it came to votes...

VAT on e-books ( 2 Gor 2014)

Tom Harris: As there are a couple of minutes left, I wonder whether I could be cheeky and get in with another couple of points.

VAT on e-books ( 2 Gor 2014)

Tom Harris: Through you, Mr Hood, I thank Mr Speaker for giving me the opportunity to raise this matter. I raised the subject under a Labour Government in the last Parliament, before the 2010 election. Sadly, many of my concerns have not receded. I welcome the Minister to her place. It is not necessary to go into a long exposition about the importance of books or reading. We can take for granted the...

Written Answers — Culture Media and Sport: Electronic Publishing (14 Mai 2014)

Tom Harris: To ask the Secretary of State for Culture, Media and Sport (1) what assessment he has made of the effect of growth in the UK market for eBooks on authors, publishers and readers; (2) if he will launch a public consultation on steps to be taken to promote the UK eBook industry.

Written Answers — Treasury: VAT: Electronic Publishing (14 Mai 2014)

Tom Harris: To ask the Chancellor of the Exchequer (1) what assessment he has made of the effect of VAT at 20 per cent on eBooks on reading and literacy levels of young and teenage readers; (2) what assessment he has made of the effect of standard rate VAT on eBooks on (a) the UK's creative industries, (b) progress towards achieving the Government's aim of making the UK a hub for digital innovation...

Ways and Means: Budget Resolutions and Economic Situation — Amendment of the Law (19 Maw 2014)

Tom Harris: May I say how glad I am that the hon. Member for Fareham (Mr Hoban) is still in his seat? I enjoyed his contribution and it had passed me by that he had left the Government and returned to the Back Benches—the curse of Harris strikes again; just about every Conservative Minister that I have any time for, like, or respect has somehow found their way back on to the Back...
