People with Disabilities: Access to Services - Motion to Take Note (16 Mai 2024)

Lord Touhig: My Lords, I join others in the Chamber in thanking my noble friend Lady Hughes for securing this debate, which has given us an opportunity to raise a whole range of matters that affect people with disabilities. No one took greater advantage of that than the noble Baroness, Lady Grey-Thompson; so many of the things she talked about, which many of us in the Chamber take as quite normal and...

Sanctions: Russian Individuals - Question (25 Ebr 2024)

Lord Touhig: My Lords, last week in Strasbourg, the Parliamentary Assembly of the Council of Europe recommended the seizure of Russian assets to be used in support of the people of Ukraine. Two colleagues from this House, the noble Lords, Lord Blencathra and Lord Foulkes, made powerful speeches in support of that proposal. They have worked out a scheme for how this might be done. Will His Majesty’s...

Schools: Special Needs Pupils - Question (19 Maw 2024)

Lord Touhig: To ask His Majesty’s Government how often they review the level of support given in schools to special needs pupils.

Schools: Special Needs Pupils - Question (19 Maw 2024)

Lord Touhig: That is most helpful indeed; I am grateful. The Children and Families Act defines a child as having special educational needs if he or she has a “learning difficulty or disability which calls for special educational provision to be made”. Some 69% of teachers surveyed by the Pearson school report said that our education system is ineffective in supporting these special needs pupils. They...

Old Palace Yard - Question ( 7 Maw 2024)

Lord Touhig: My Lords, I support the point made by the noble Baroness, Lady Randerson, about that crossing. It is extremely dangerous, it takes a long time and I am sorry to say to the noble Lord who spoke previously that cyclists seem to pay no attention whatever to a red light. I crossed there a little while ago and a cyclist bore down on me; he did not have a bell but he did shout “ding-ding”.

Pupil Mental Health, Well-being and Development - Motion to Take Note (22 Chw 2024)

Lord Touhig: My Lords, I join colleagues in thanking the noble Baroness, Lady Bennett, for securing this debate. It is important and helpful to discuss these matters. Earlier this month, many organisations sought to raise the profile of children’s mental health during Children’s Mental Health Week. The charity Place2Be took the theme “My Voice Matters” and used the opportunity to urge the...

Post Office Horizon Scandal: Compensation Payments - Private Notice Question (19 Chw 2024)

Lord Touhig: I thank the Minister for the point that he makes about the Statement in the other place. I am sure that this whole House will welcome it being repeated in this House later in the week. Mr Henry Staunton, the former chairman of the Post Office, said that he was told by a “fairly senior person”—his words—to stall on compensation payments to Horizon victims. The Sunday Times yesterday...

Royal Navy: Aircraft Carriers - Private Notice Question (12 Chw 2024)

Lord Touhig: My Lords, can I come back to the Question posed by my noble friend Lord West right at the beginning? In answer to my noble friend’s question about recovering some of the costs from the companies which built the carrier, the noble Earl said that the Government are involved in negotiations. Will he undertake to come back to the House and update us on these negotiations, so that we can see if...

Tata Steel: Port Talbot - Question ( 7 Chw 2024)

Lord Touhig: My Lords, I find myself much in sympathy with the points made by the noble Lord, Lord Forsyth. What part of the package is being invested in upskilling our people? In the last figures I saw, about 80% of people in work in the United States had been back in the classroom upskilling themselves, compared with 56% in Germany and Japan and 30% in the United Kingdom. We have to give our people...

Post Office Appointments: Ministerial Responsibility - Question ( 7 Chw 2024)

Lord Touhig: To ask His Majesty’s Government what responsibility ministers have for the appointment of the Board and Chief Executive Officer of the Post Office.

Post Office Appointments: Ministerial Responsibility - Question ( 7 Chw 2024)

Lord Touhig: My Lords, I believe that the shortcomings of the Post Office board and senior executives were responsible for this unparalleled injustice. Last week, the Minister said that the Government were looking at tightening the governance of the Post Office. Can I suggest that one way of doing this would be for the Ministers making the appointments to also ensure regular appraisals of those they have...
