    My Lords, has the Minister read the report on a smart ID card for all by Sir Tony Blair and William Hague—the noble Lord, Lord Hague of Richmond—which was published in the Times today? This includes the ID card recognition that the Government and the Minister are demanding.

    My Lords, I rise very reluctantly to speak in this debate because I participated only very briefly in Committee. However, it seems to me that ID cards for all—or smart cards, as I tend to describe them —is the future. It is time to move the electoral system on, not backwards, as the Minister is trying to do by describing photo ID or whatever it might be as the way forward. The way forward...

    Can the noble Baroness tell me exactly what “photo” means? Looking at the list produced by the noble Lord, Lord Willetts, it could all be contained on one identity card or, as I prefer to call it, a smart card for all.

7-9 June 2000, British-Spanish All-Party Parliamentary Group meeting with Spanish counterparts in Edinburgh. Travel paid for by British Airways and other expenses met from Group funds provided by our declared sponsors, British Gas plc and the Norwich Union plc. Travel within Edinburgh and other hospitality was provided and paid for by the Scottish Executive. (Registered 26 June 2000)
6. Overseas visits
23-28 September 2000, to Beijing to deliver a paper on Government and Information Technology. My airfares (Business Class) were paid by Napier University and my accommodation, food etc in Beijing was paid by the Chinese Government. (Registered 6 October 2000)
31 January-2 February 2001, to Seville, Spain, with the British-Spanish All-Party Parliamentary Group, for meeting with Spanish colleagues from the Congress of Deputies.
