Good morning, colleagues. We are now sitting in public and sittings are being broadcast. I have the usual preliminaries for those who are used to such Committees. Hansard colleagues would be grateful if Members could email their speaking notes to them. Please switch your phones or electronic devices to silent. Tea and coffee are not allowed during sittings.

The selection list for today’s sitting is available in the room. It shows how the clauses, schedules and selected new clauses have been grouped for debate. Matters grouped together are generally the same or similar issues. A Member may speak more than once in a single debate.

I will first call the Minister to move the programme motion standing in his name. It was discussed at yesterday’s meeting of the Programming Sub-Committee.

3. the proceedings shall (so far as not previously concluded) be brought to a conclusion at 5.00 pm on Tuesday 30 January.—
