Welcome to this private Member’s Bill Committee, which will deal with the Bill proposed by the hon. Member for Stroud. If it is agreeable to Members, I propose having a substantive clause stand part debate on clause 1, in which it will be reasonably acceptable to dilate on the other clauses. I will then take clauses 2 to 18, and the schedule, formally. We will therefore have a Second Reading debate, as it were, on clause 1, and then take the rest of the provisions formally at the appropriate moment, if that is agreeable to the Committee.
