Like my hon. Friend, my constituency shares a border with Wales, albeit through the middle of the Bristol channel. Will the Solicitor-General explain, for example, whether an authority in charge of both constructing and managing a future Severn barrage, reaching from one side of the Severn to the other, would be included in that classification of authorities and qualify under the rules?
