I am sure that the Committee understands why the Minister is not in a position to give a funding commitment. In his comments, he suggested that he had some idea of the parameters of how many children might be involved in a national roll-out of intensive fostering. Could he be more explicit about the scale that might be measured through a national roll-out and what broad costs might be attached to it?
