Will the Minister explain one thing to the Committee? The Youth Justice Board and others are being entirely consistent in their approach of saying that there should be a hierarchy. The Minister is not being quite so consistent in that he is now arguing the exact opposite of the position that he adopted in respect of ISSOs. I wonder whether he could explain why he now takes a different view.
