I urge my colleagues to vote against the amendment if it is not withdrawn. It would undermine the whole purpose of clause 76, which is to provide a more straightforward mechanism for changes to the codes.

A fuller explanation is required from the Minister and, given that he has not been willing to give one, I shall not withdraw the amendment.
