I quoted those examples as being the countries apparently subject to reports by the special rapporteur of the United Nations High Commissioner for Refugees.   Because many of those Chilean refugees were escaping from a military regime, so that they had to get out in whatever way they could, they came with documents that would not have satisfied carriers under the Bill. Therefore, carriers would have been unlikely to accept the liability of bringing them here. That is the essence of my amendment.
