I completely agree with my hon. Friend’s brilliant point, which brings me naturally to my next point. The last Labour Government had the opportunity to amend the 1991 legislation in any one of the 13 years they were in office. Instead, they chose to do absolutely nothing. Even more outrageously, following Labour’s defeat in the 2010 election, when Liam Byrne left that infamous note saying, “Dear Chief Secretary, I’m sorry, I’m afraid to tell you there is no money left.”—
