National data show that 29,200 children were the subject of a child protection plan at 31 March 2008. Children are given a plan where there are concerns about their safety and welfare as specified in the Government's guidance "Working Together to Safeguard Children", published in 2006. Some 45 per cent. of the plans arose from neglect, 25 per cent. from emotional abuse, 15 per cent. from physical abuse, 7 per cent. from sexual abuse and 8 per cent. from multiple abuses of children.

So, how do you explain children in care being abused sexually, physically, psychologically, tortured, raped, prostituted out for £30 a time and the Corporate Parent document it all for 6 years, yet, DO NOTHING TO REMOVE THE CHILDREN from this placement.?
Your dept placed the children with a mentally ill foster carer with a 24/7 carer of her own.
Please explain how the above proves that EVERY CHILD MATTERS.?
Some of the children are now adults and tell the truth, how they were not abused by their natural parents in any way, but had their souls destroyed in YOUR CARE.
