I am sure that the House would wish to join me in congratulating my right hon. and learned Friend on his 50th birthday which he celebrated on Sunday. He is wearing considerably better than many of us. While my right hon. and learned Friend is reflecting on that milestone in his life and on future policy, will he tell us whether under these proposals nearly 2 million of our low-paid citizens would be forced to pay national insurance contributions? Would not that be a retrograde step and is it not surprising that Labour would support such a policy?
