As the recommendations from British Rail landed on my desk only a couple of weeks ago, it would have been remarkable if I had given them more than one sentence of consideration in a speech made last week. It is precisely because we wish to consider all the implications, including the points raised by the hon. Lady, that it will take a little time to come to a judgment and a conclusion. That is what we are doing at present.
