In view of my right hon. Friend's great concern for the plight of Terry Waite and the other British hostages in Beirut, will he give serious consideration to sending a senior emissary to Tehran and Damascus—taking advantage of our restored diplomatic relations—and to Beirut to learn at first hand what more the British Government can do to obtain the hostages' long-overdue release?
