Does my right hon. and learned Friend agree that in the present exceptionally cold weather, which is forecast to increase in intensity, some of our fellow citizens, especially the elderly and the infirm, may suffer grievously? Is it possible for my right hon. Friend to consider ways and means of providing extra help for such people?
