In view of the time, I am afraid that I must continue, as I know that my hon. Friend the Member for Luton, West (Mr. Carlisle) wishes to speak before the winding-up speeches begin.

Why are we in this position? I believe that it is because the Government do not wish to introduce primary legislation on immigration. That is why they fear the quota and the register and indeed the demands of myself and others, which will increase in the months and years ahead, that those who currently have the right to come here will probably have to lose those rights if we are to maintain law, order and liberty in this country. The consequences and the alternatives mean that that will be the better of the two evils that will face us in the future. I regret that I shall have to vote against my Government tonight but I am consistent to my principle and to my constituents on this issue.
