Is not the answer to the question that the hon. Gentleman puts to be found in the next sentence but one of the report, which refers to people…against whom there is insufficient evidence for a charge "? The passage begins: people strongly suspected of being terrorists That is what has to be dealt with, and that is what is dealt with by the present Acts. Is not that the answer?
