I beg to move, That the Bill be now read a Second time.

I understand that it is thought that it might be convenient to the House if we were to organise the debate on the Bill and the next three orders by taking them all in one debate, which would not in any way restrict the time available.

The orders are: That the Northern Ireland Constitution (Devolution) Order 1973, a draft of which was laid before this House on 6th December, be approved.That the Northern Ireland (Modification of Enactments—No. 1) Order 1973, a draft of which was laid before this House on 6th December, be approved.That the Ministries (Northern Ireland) Order 1973, a draft of which was laid before this House on 6th December, be approved. If that were agreed, my hon. Friend the Member for Wokingham (Mr. van Straubenzee), one of the Ministers of State, could, in the course of the evening, make a second speech on the Bill, and at the end of the debate my hon. Friend the Member for Guildford (Mr. David Howell), the other Minister of State, or I could conclude the complete debate.
