If I understand that aright, the right hon. Gentleman is saying that if a Labour Government were to be elected before the project really got under way he would still recommend his right hon. and hon. Friends to honour their obligations under the treaty. That is an honourable and straightforward point of view, and I have no doubt that it will be noted in East Kent. I recognise that the right hon. Gentleman may not be able to meet the technical points, because he has not the resources of Government behind him, but it would be interesting to know what he would do. All that he is saying now is that it may be a good idea, but not at present. He is leaving the project in the air. He is saying, "Yes, a tunnel. But not in 1974."
