I am not certain whether the hon. Member for Middlesbrough, West (Mr. Sutcliffe) was conducting a rearguard action or whether he was in some danger of committing what I am told is the cardinal sin of the Conservative Party. Conservatives should always fight up to the last ditch but not in it. The hon. Gentleman is in some danger of falling into the ditch. I am not certain whether the hon. Member was trying to defeat the Bill, or to amend it. He appeared to be fighting the old battles of weeks or months ago. There will be a tunnel.
