I was not putting forward on behalf of the Liberal Party or myself firm proposals for a dam. What I was saying was that it was an instance of the kind of imaginative thinking that we should be having on the problems. I am sure that the hon. Member for Folkestone and Hythe (Mr. Costain) is aware of the considerable amount of research which has been done by people who are far greater technical experts than he or I, and which has shown why such a dam is technically possible. It is possible to have locks which would let shipping through. That is one example which could be used.
