The hon. Gentleman has just made a remarkable statement. He has now said, for the first time, that the reason for the guarantee is to show the Government's interest. The Government could have shown their interest in many more simple ways, the most obvious of which is taking a share of the equity. Why are they trying to hide behind this particular device?
