Would my right hon. Friend not agree that it was very unfair to the Lord Advocate to present him with these papers, a sort of fait accompli, after the Attorney-General had given his decision? Surely he did not expect the Lord Advocate to be so discourteous as to turn down his right hon. and learned Friend. That is not the way in which legal business is conducted in Scotland.
