On a point of order. I have asked the right hon. and learned Gentleman to give way, and he has referred to the fact that I have spoken myself. He refuses to give way, but is he not speaking a second time by leave of the House, and, if he is speaking by leave of the House, should he not extend the ordinary courtesies of the House by giving way when asked to do so?
