Will the right hon. Gentleman consider the possibility of amending the army and Air Force (Annual) Act some time before the Annual Bill ordinarily next comes before the House, so that improvements can be brought into operation as soon as possible?

Secretary of State was originally the title given to the two officials who conducted the Royal Correspondence under Elizabeth I. Now it is the title held by some of the more important Government Ministers, for example the Secretary of State for Foreign Affairs.
