asked the President of the Board of Trade if he is now able to state whether German prisoners may, without obtaining export licences, include small quantities of vegetable seeds in the parcels they send home; or what arrangements can be made to issue licences to them for this purpose.
At present it is still necessary for German prisoners, like other applicants, to obtain export licences, although I hope it will be possible to dispense with them for this purpose very soon. With the co-operation of my right hon. Friend, the Secretary of State for War, I have made arrangements for German prisoners to make application for export licences through the camp commandants.
