asked the Minister of Works what is the value of the licence granted to build the block of flats in Knightsbridge known as Alexander Keep; the number of flats concerned; and why, in view of his policy, this licence was granted.

I understand from my right hon. Friend the Minister of Health that no licence has been granted.

Is the Minister aware that, on the outside space formerly occupied by these flats is a large notice inviting prospective tenants, no doubt at very substantial rents, to apply for accommodation and stating that the flats will be up in the next year?

No, Sir, I was not aware of that. All I was asked was whether a licence had been granted. As I have said, no such licence has been granted.

Are not such blocks of flats intended to provide homes for human beings just as much as are prefabricated houses?

Yes, Sir, and application would be made to the local authority for a licence. The local authority would deal with the application.
