asked the President of the Board of Trade whether it is the intention of His Majesty's Government to reorganise the making and distribution of British films in Britain; and whether a decision has been come to as to the appointment of a Controller.

Will the Minister say whether it is intended to reorganise or nationalise the film industry; further, is it proposed to take on a gentleman called Giudice as the "Commissar for films" and, if so, what are his qualifications?

I have already said that it is not the intention to do what the hon. Gentleman has in mind. If it were, and if we were going to appoint anyone in any capacity—I have not heard the word "commissar" used at any time—we should appoint the best man for the job.
